The Mission of the Lusaka Water and Sewerage Company Limited is to provide quality water and sanitation services to customers in Lusaka Province at commercially and environmentally sustainable levels. In order to achieve this, the Company endeavours to ensure that adequate staff with the right skills are available as required. LWSC now seeks to recruit dynamic and energetic individuals who are performance driven, and invites applications from suitably qualified and experienced Zambians to fill the following vacant position:

Inspector (1 position)

Job Purpose

Responsible for enforcement of guidelines and regulations to ensure that the Faecal Sludge Management business adheres to Company policies, regulations, and procedures.

DUTIES AND RESPONSIBILITIES

  1. Ensures that Septic Tank Emptier (STEs) and Pit Latrine Emptier (PLEs) comply with service guidelines and regulations.
  2. Ensures that service provider and leasing contracts are administered and enforced, including reviewing contractor submissions and penalty/reward as well as routine progress payments or receipts.
  3. Receives and verifies the correctness of documentation for the waste manifest and initiates payments.
  4. Schedules random inspections to customers provided with the service by the PLE based on the waste manifests presented,
  5. Maintains records (electronic and hard copies) for each transaction and ensures that they are updated at all times in the STE and PLE registers and records, and in the On-Site Sanitation (OSS) gender disaggregated customer database.
  6. Ensures that performance agreements are signed with subordinates and conducts performance appraisals.
  7. Monitors compliance risk controls to identifv deviations and submits recommendations on the management of compliance issues.
  8. Develops and implements strategies necessary for minimizing the risk of non-compliance
  9. Advise Management on the required standards for compliance with ZEMA, LCC, NWASCO and other statutory bodies on Faecal Sludge Management.
  10. Ensures that the health, safety and environmental performance of all OSS service providers comply with or exceeds national standards through contract enforcement.
  11. Ensures that service provider operational performance is in accordance with contract or SLA requirements.

QUALIFICATIONS AND EXPERIENCE

  1. School Certificate
  2. Bachelor’s Degree in Social Sciences/Production Management
  3. At least three (3) years’ work experience in sanitation services

Other Attributes for all Positions

  • Should be a self-starter and able to work long hours with minimum supervision
  • Must have demonstrable communication skills with an aptitude to interpret data
  • Must have computer literacy in Microsoft Office and Microsoft Project
  • Must be a team player with multitasking skills
