ASSIGNMENT LENGTH: Two years, depending on funding
The Population Council confronts critical health and development issues—from reducing unintended pregnancy and preventable maternal and newborn deaths, and curbing the spread of HIV, to enhancing access to quality care and ensuring that young people lead full, productive lives. Through social science, public health, and biomedical research in 50 countries, we work with partners to deliver solutions that lead to more effective programs, policies, and technologies to improve lives around the world.
The Manager, Finance and Operations will work closely with the Project Director on an initiative to improve data systems and utilization at the Zambian Ministry of Health and for other partners and key stakeholders. The Manager, Finance and Operations will focus on the financial operational aspects of this initiative, including preparation of financial reports; oversight of financial management and systems that adhere to USAID’s and the Population Council’s requirements; personnel and recruitment matters; and oversight of sub-award administration. The Manager, Finance and Operations will work closely with project partners to ensure their appropriate resource allocation to the various project initiatives. This position is contingent upon award of the contract.
RESPONSIBILITIES
- Ensure excellent financial management of this project by:

- Leading development of the project’s annual budget
- Reviewing budgets for activities proposed under the project — by both Council staff and partner organizations — to ensure alignment, realism, and accuracy
- Developing and maintaining systems to track and report on project expenditures, adhering to defined budget allocations and discussing actual or proposed changes with the project leadership team
- Preparing expenditure analyses and pipeline reports for USAID
- Following established Population Council procedures for financial management and accounting
- Managing operational aspects of the project, including compliance with Population Council and donor policies and procedures in areas such as human resources, procurement, travel, and information technology, through supervising and managing project staff
- Collaborating with the Project Director and technical staff to develop and submit annual budgets, financial reports, and other documents as required.
- Travelling as needed, to work with project and partner staff on financial and operational aspects of the project, including financial management and reporting
- Overseeing a cohesive team including project finance and administrative staff to ensure smooth project operations and fiscal accountability.
- Working closely with Population Council finance and operational staff at the Council’s headquarters and at the local office to ensure timely and accurate financial management and reporting.
QUALIFICATIONS
- Master’s Degree in Business Administration, Finance, Accounting or another relevant field; or, a Bachelor’s or certified accounting degree with 10 years’ experience.
- Minimum eight years’ experience in accounting, operations and financial management of large-scale, complex, international development assistance programs
- Demonstrated supervisory experience, interpersonal skills and team building experience
- Familiarity with USG financial reporting and compliance requirements
- Demonstrated experience and skills in developing and managing large budgets
- Three to five years of relevant grants and contract management experience
- Excellent English language writing and speaking ability
- Excellent organizational and interpersonal skills
- Ability to handle a heavy workload with competing priorities and work independently with minimal supervision as part of a team
