Manager Information, Communication and Technology: Health Professions Council of Zambia


The Health Professions Council of Zambia is a statutory regulatory body under the Ministry of Health with both statutory obligations to regulate the registration of health care facilities and health practitioners as well as maintaining optimal standards of competence, care and professional conduct. It was established under the Health Professions Act No. 24 of 2009. The Health Professions Act continues the existence of the Medical Council of Zambia which was established under the repealed Medical and Allied Professions Act. The mission of the Health Professions Council of Zambia is ‘to safeguard the quality of health care services by regulating and monitoring the professional conduct of Public and Private Health practitioners, Health facilities and Training Institutions.’

The Council seeks applications from suitably qualified and experienced persons to fill up the following position:

MANAGER- INFORMATION, COMMUNICATION AND TECHNOLOGY X (01)

Job Profile: To supervise and undertake the provision of ICT Services in order to facilitate the effective and efficient operation of the Institution

Main Duties:

  • Supervises and undertakes regularly the design, installation, monitoring, troubleshooting and upgrading of networks, and security programmes in order to facilitate smooth operation of ICT infrastructure and ensure data integrity.
  • Supervises and undertakes effectively the acquisition, configuration, installation and maintenance of Server Infrastructure in order to facilitate the availability of e-services and applications.
  • Supervises and undertakes the availability of disaster recovery infrastructure and procedures in order to guarantee business continuity
  • Supervises and undertakes timely servicing, repair and rehabilitation of ICT infrastructure and assets in order to prolong life span of the equipment and facilitate replacement.
  • Supervises and undertakes effectively the design, development, acquisition and management of application systems in order to promote innovations and efficient service delivery.
  • Supervises and undertakes effectively design, development, acquisition and management of database systems in order to ensure highest levels of data security, integrity and availability.
  • Supervises and undertakes efficiently the provision of ICT Technical support in order to facilitate smooth running of business
  • Supervises and undertakes effectively the development and implementation of service level agreements with ICT providers in order to ensure quality ICT services
  • Supervises and undertakes effectively the development and maintenance of the institutional web applications in order to facilitate transactions and access to information
  • Undertakes timely implementation of performance management systems in order to monitor and evaluate performance
  • Supervises effectively the human, financial and other resources in order to attain the objectives of the department

Reporting relationship, Knowledge and skills requirements:

  • Report to the Director-Corporate Services
  • Full grade twelve (12)/ Form five (5) Certificate
  • Bachelor of Science degree in Computer Sciences from a reputable University
  • Minimum of 6 years work experience and of which two (02) years should be at Senior Management
  • Level in a reputable Organisation i.e. Regulatory Statutory board or Public Institutions will be an added advantage
  • CISCO Certified Network Associate (CCNA)
  • Microsoft Certified Professional (MCP)
  • Sound knowledge on both hard and soft ware
  • Sound knowledge on Web and Programming
  • Creative and Innovative
  • Goal-oriented and able to work independently to achieve results, as well as  able to collaborate with a diverse team.
  • Excellent English language oral and written communication skills.
  • Able to write analytical and technical reports.
  • Knowledgeable of most used Computer packages.
