Manager (Operations): National Remote Sensing Centre


The National Remote Sensing Centre is a statutory body established through Statutory Instrument No. 137 of 1999 of the Science and Technology Act No. 26 of 1997 to spearhead the development and application of space science, remote sensing, and geographic information systems (GIS) in Zambia.

As an equal opportunity employer, National Remote Sensing Centre is looking for a suitably qualified, dynamic and self-motivated Zambian national that is suitably qualified and experienced to fill the position of Manager (Operations).

The Manager (Operations) plans for and implements all aspects of the NRSC’s Remote sensing (RS) and Geographic Information Systems (GIS)-related programs, projects and activities, including facilitating operation staff teams, identifying resources and establishing operation objectives, timelines and milestones.

The Manager (Operations) is a senior position of management classification within the NRSC, classified in the scale of RSC02. The position receives general direction from the Director.

Duties and responsibilities

  • Ensure the timely implementation of RS and GIS-related projects.
  • Prepares RS and GIS project plans and schedules to include coordinating resources, tasks, and work assignments.
  • Manage GIS-related teams of staff and vendors to ensure that GIS project objectives and timelines are met.
  • Develop standards for RS and GIS deployment and use within the NRSC.
  • Provide GIS-related technical guidance and assistance to operation teams.
  • Serves as a liaison with GIS vendors for the proper acquisition, installation, operation and maintenance of RS and GIS-related resources.
  • Maintain expertise in RS and GIS-related software and technologies.
  • Ensure that NRSC staff using RS and GIS have training and technical support as needed.
  • Interface with other departments or outside agencies regarding future GIS projects.
  • Perform other related duties as assigned.

Required experience and qualifications:

  • A degree in Applied Spatial Sciences (Geomatic Engineering, Geo-informatics, Remote sensing, Cartography, Land Surveying, Geography, Environmental Information Systems). A Master’s degree is an added advantage.
  • A minimum of 5 years working experience with at least 3 years managing the applications of space science, remote sensing and GIS technologies.

Practical skills of;

  • Remote sensing (RS) and Geographic Information Systems (GIS) mapping software, and spatial data requirements
  • Imagery formats commonly used for environment and natural resources management
  • Emerging RS and GIS technologies and their applications
  • Trends in space science applications

Personal Attributes:

  • Wide experience in the use of RS and GIS technologies.
  • Prepare and present clear and well-organized written and oral reports to NRSC
  • Establish and maintain effective working relationships with subordinates, peers, superiors, vendor representatives and clients.

Professional membership:

  • Member of a relevant professional body, especially Engineering Institution of Zambia (EIZ) or Surveyor Institute of Zambia (SIZ).
