Chemonics International Inc., Contractor for USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) ensures uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, PSM develops and manages a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. The project seeks to recruit (on a one-year contract renewable) for the following positions:
1. Position Title: Provincial Logistics Strengthening Specialist (1 position for Eastern Province)
Reporting: Provincial Logistics Strengthening Manager
Principal Duties and Responsibilities
- Work with a team of technical staff in the field office to meet project objective focused on improving logistics information systems to avail critical data for informed supply chain management;
- Promote enhanced facility-level data quality by providing remote project support to health facilities and targeted Technical Supportive Supervision (TSS) visits. Document and file innovations to increase reporting rates, improve data quality at all levels of supply chain activity in the field, and increase access to information on stock status;
- Conduct ARV, HIV, EM, and Laboratory logistics systems training;
- Strengthen the utility and usability of eLMIS and provide ongoing technical assistance to MOH staff on the use of the system;
- As a member of the field office team, develop materials in support of identifying opportunities for streamlining data management and reporting to increase data availability for supply chain decision making;
- Ensure all contract deliverables are met within areas of logistics strengthening by compiling and providing accurate data and reporting as required;
- Execute team annual work plans and budgets based on project resources available and intended annual and life of project targets set according to GRZ and USG priorities;
- Supervise a team of two (2) Provincial Logistics System Strengthening Officers and Administrative and Logistics Officer (ALO) under his/her responsibility, develop roles and responsibilities, design and monitor professional development plans, conduct annual performance appraisals, develop SMART goals, and periodically monitor progress toward objectives;
- Exhibit Chemonics values and build a culture of “Living our Values” within the team;
- Verify that USAID regulations, Chemonics policies, and quality management best practices are enforced consistently;
- Conduct administrative and financial management tasks in line with the operations of the regional office;
- Carry out additional responsibilities as may be assigned from time to time in consultation with the supervisor of record.
Minimum Qualifications, Experience and Competencies:
- Bachelor’s degree or Diploma in biomedical sciences, Public Health, Pharmacy, Supply Chain Management, Logistics, or a related field required; Other advanced degree a plus;
- Minimum four (4) years of experience working in supply chain management, international project management;
- Knowledge of USAID funding and its contractual and reporting requirements preferred; experience working on USAID-funded health programs strongly preferred;
- Experience with health programs strongly preferred;
- Strong leadership and motivational ability;
- Ability to communicate effectively in a cross-cultural environment with multiple stakeholders and partners;
- Excellent problem solving and decision-making skills as well as written and spoken English proficiency;

4. Position Title: Logistics Strengthening Specialist – Capacity Building (1 position)
Reporting: Logistics Strengthening Program Manager – Capacity Building
Principal Duties and Responsibilities
- Work with a team of technical staff to meet the project objective focused on improving logistics information systems to avail critical data for informed supply chain management;
- Develop capacity-building interventions and work through field teams to build the capacity of GRZ staff who supervise facility commodity management and data reporting activities;
- Design and roll out innovations to increase reporting rates, improve data quality at all levels of supply chain activity in-country, and increase access to information on stock status country-wide;
- Coordinate with management to further integrate commodity management and logistics systems operations into the curriculum;
- Implement project efforts to build the capacity of the Ministry of Health (MOH) staff at facilities in the proper implementation of various logistics systems;
- Support management to identify opportunities for streamlining data management and reporting in support of USAID objective to increase data availability for supply chain decision making;
- Facilitating supply chain management and training of trainers’ workshops and other performance improvement interventions;
- Develop the Supply Chain Management Curriculum for Health Commodities;
- Ensure all contract deliverables met within areas of logistics strengthening;
- Execute team annual work plans and budgets based on project resources available and intended annual and life of project targets set according to GRZ and USG priorities;

5. Position Title: Program Procurement Officer (1 position)
Reporting: Procurement Specialist-Laboratory
Principal Duties and Responsibilities
- Work within a team of procurement officers to ensure timely and cost-effective procurement services for increased availability of laboratory and other program commodities in-country;
- provide timely notifications of expected shipments for each month/quarter to procurement Partners to ensure necessary preparations made for incoming commodities;
- Execute team annual work plans and budgets based on project resources available and intended annual and life of project targets set according to the Government of Zambia and USG priorities;
- Ensure procurement documents are properly filled and have audit trails that ensure easy follow up and retrieval of documents;
- Expediting payments to suppliers after receipt of goods from the vendors;
- Assess and review requirements in line with the budgets before creating requisition orders;
- Call suppliers for negotiations where applicable, and other necessary sourcing issues needing clarifications;
- Implement procurement policies and procedures to ensure good procurement practice in compliance with the Global Health Supply Chain–Procurement and Supply Management regulations;
- Sending out invitations to bid, conduct bid comparisons analysis and fill justification as required;
- Manage relationships with FASP to predict and track procurement requirements ensuring responsive service provision;
- Monitor approved requisition orders and confirm with FASP on specifications for laboratory and other program commodities;
- Prepare and manage procurement analysis for reviews and approvals in the procurement system and other tools;
- Manage relations with other team members, partners, and vendors to plan all deliveries, change to requisitions, review their progress and address reforms to meet timelines and quality based on planning;
- Respond to procurement queries from vendors and give clarifications as required;

Minimum Education Qualifications, Experience, and Competencies:
- Diploma in Procurement and Supply or Supply Chain Management;
- Minimum two (2) years of experience working in supply chain management or program procurement required;
- Must be a member of Zambia Institute of Purchasing and Supply (ZIPS) or Chartered Institute of Purchasing and Supply (CIPS);
- Thorough knowledge of USAID funding and its contractual and reporting requirements required; experience working on USAID-funded health programs strongly preferred;
- Strong knowledge on the use of procurement systems is an advantage;
- Strong leadership and motivational ability;
- Strong written and oral communication skills;

6. Position Title: 3PL Specialist (1 position)
Reporting: Distribution Center Logistics Advisor
Principal Duties and Responsibilities
- Work as part of the Distribution Center Logistics team to meet project objectives focused on strengthening distribution operations within Medical Stores Limited (MSL) and with 3PL vendors;
- Identify opportunities to improve distribution practices and contract management skills for the MSL team;
- Support the execution of distribution optimization interventions to increase efficiency and quality of distribution by 3PL vendor/s sourced vehicles;
- Coordinate with GHSC-PSM procurement and subcontracts team to manage 3PL procurements, to include providing technical input to requests for proposals, serving on technical evaluation committees, and supporting technical input for subcontract modifications;
- Coordinate with the GHSC-PSM operations team to ensure 3PL subcontract compliance and adherence to subcontract regulations;
- Monitor contractual 3PL vendor KPIs and develop and monitor additional KPIs as needed to allow for operational improvement and 3PL vendor/s performance. Provide monthly reports on 3PL vendor/s performance;
- Serve as the point of contact for the project’s 3PL distribution planning;
- Manage Purchase Action Requests (PARs) and Purchase Orders (POs) for distribution, coordinating closely with MSL:
- Ensure that PARs and POs are received in a timely manner in advance of the required distribution;
- Ensure supporting documentation is in place and accurate (i.e. distribution plan linked to programmatic objectives, subcontract and relevant modifications, and standard distance agreements);
- Coordinate with GHSC-PSM Regional Distribution Center Specialists for 3PL services originating from regional hubs.
- Coordinate the retrieval of PODs and invoices from 3PL vendors and ensure the documentation is tracked and organized for reconciliation of invoices by the GHSC-PSM Finance team;
- Monitor expenditures and burn rate against 3PL subcontract ceilings, in coordination with the GHSC-PSM Operations team;
- Adhere to annual work plans and budgets, which are based on project resources and intended annual and life of project targets set per Government of Zambia and USG priorities, for prudent utilization of resources;

- Follow all USAID regulations and Chemonics policies, and quality management best practices consistently;
- Carry out additional responsibilities as may be assigned from time to time in consultation with supervisor of record.
Minimum Qualifications, Experience and Competencies:
- Diploma in logistics, Inventory Management or related field required; Bachelor’s degree preferred;
- Minimum four (4) years of experience working in supply chain management and managing logistics/warehousing activities;
- Experience in procurement/subcontracting and compliance. Specific knowledge of 3PL contract management strongly preferred. Specific knowledge of US federal agency regulations and policies preferred;
- Knowledge of USAID and experience working on USAID-funded health programs strongly preferred;
- Proven problem solving and decision-making skills;
- Excellent interpersonal and communications skills;
- Demonstrated leadership, versatility, and integrity;
- Fluency in English required.
