Chemonics International is a leading international development consulting firm based in Washington, D.C. with more than 25 years of experience implementing health programs in East Africa. Chemonics seeks experienced professionals for the anticipated five-year USAID/Zambia Water, Sanitation and Hygiene – Governance Institutions and Policy (WASH – GIP) activity. This program will facilitate private sector-driven sustainable access to safe water, sanitation and hygiene services, strengthen the enabling environment through accountability and citizens engagement in underserved areas of Zambia (Northern, Western and Muchinga Provinces) for improved health and economic outcomes.

We are seeking mid- and senior-level candidates in the fields listed below. Fluency in English is required. Please note that all positions are subject to program award and will require authorization to work in Zambia.

Chief of Party

Responsibilities:

  • Lead and manage the project to ensure seamless program implementation
  • Ensure program compliance with all USAID rules and regulations, cooperative agreement requirements, and Chemonics policies and systems
  • Coordinate with and maintain effective working relations with senior host-government stakeholders, international organizations, NGOs, civil society, and U.S. government agencies
  • Communicate clear expectations to program staff and establish an operating climate that encourages integrity, honesty, open communication, and compliance with local laws, USAID rules and regulations, and Chemonics policies and procedures
  • Oversee the program, with overall responsibility for the program management, strategic vision, fiscal integrity, quality and timing of deliverables, and coordination with partners

Qualifications:

  • Advanced degree in engineering, public policy, public administration, economics, water and natural resource management, or an equivalent combination of education and work experience in a related field
  • Minimum 8 years of progressively responsible senior-level management experience in the design, implementation, and management of donor-funded (USAID preferred) WASH, infrastructure and financing, or service delivery programs, or in other related fields
  • Strong working relationship with the government of Zambia and relevant ministries; strong ability to manage and deal with diverse stakeholders
  • Experience with gender and youth integration in project implementation preferred
  • Proven record of building teams and fostering collaboration to achieve program goals, meet program milestones, and produce quality program results
  • Demonstrated leadership, versatility, and integrity

Mid- and Senior-Level Long-Term and Short-Term Experts in the following fields:

  • Policy Reform
  • Institutional strengthening
  • Rural water resources
  • Water sector governance
  • Water sector planning and management
  • Water utility and sanitation management
  • Hygiene services and product development/delivery
  • Private sector engagement
  • Market-based approaches to WASH
  • Behavior change and demand reduction expertise
  • Gender-sensitive social inclusion and empowerment
  • Community engagement
  • Youth engagement
  • Monitoring, evaluation, and learning (MEL)
  • Grants and subcontract management
  • Finance and operations

Qualifications:

  • Degree in engineering, public policy, public administration, economics, water and natural resource management, or related field required; advanced degree preferred
  • Minimum 5-10 years of experience working on donor-funded WASH programs, and/or other governance, policy, or service delivery-focused projects
  • Significant experience in key areas listed above with proven ability to achieve program targets
  • Experience working collaboratively with the government of Zambia, international donors, and local organizations; prior experience with USAID highly preferred
  • Excellent written and oral communication skills
