Lusaka Provincial Health Office (LPHO) with Support from the Centers for Disease Control and Prevention (CDC) invites applications from suitably qualified persons to fill the under-listed position:
Job Title: Medical Officer – HIV Testing Services
Location: Lusaka Provincial Health Office
Job Purpose: To ensure that sustainable, high quality, and client-focused HIV Counselling and Testing Services are provided in Lusaka Province PEPFAR target sites. The position holder will oversee HTS provision by providing technical support in the implementation of quality HIV Testing and counseling services. S/he will ensure an uninterrupted supply of commodities and develop strategies to strengthen referrals between HIV Testing and Counseling points and the relevant healthcare facilities for appropriate referral of clients.
Reports to: Public Health Specialist
Principal Accountabilities:
- Provide supervision, mentoring and on the job training for all HTS staff in partner organizations, including identification of capacity gaps and updating knowledge of counselor testers on current HTS practices.
- Ensure the optimal standard of counseling is achieved by ensuring the use of National guidelines and protocols.
- Ensure proper documentation of activities using appropriate National HTS tools for accurate record keeping and timely reporting.
- Review partners’ reports and develop quarterly reports of project HTS activities.
- Develop strategies for strengthening referrals and linkages to healthcare facilities in target sites to ensure the continuum of care for project beneficiaries. This will entail providing follow up on services to ensure uptake.
- Ensure partners provide quality counseling services and activities in communities during outreaches or mobile IITS service provision
- Perform any other duties as may be assigned by the supervisor.
Required Skills and Experience
- Grade Twelve (12) School Certificate with five (5) credits or better including Mathematics, Science and English;
- Fully qualified Medical Doctor from reputable institution, preferably with a Master’s Degree in Public Health;
- At least Three (3) years of relevant work experience in the field of TB and HIV control activities, supervisory experience at health facility or district level will be an added advantage.
- Basic training in TB/ HIV, HIV management for both adults and pediatrics and/ or eMTCT.
- Registered with the Health Professions Council of Zambia with a valid practicing license.
- Computer literate, with high competency in using Microsoft Office application, including data analysis.
- Must have experience in PEPFAR supported TB / HIV activities.
- Good proficiency in oral and written English as well interpersonal skills
