The Ministry of Commerce, Trade and Industry is inviting suitable applicants to fill five (5) positions under the Great Lakes Trade Facilitation Project (GLTFP) financed under a loan from the World Bank. The project aims at empowering border communities by enhancing small scale cross border trade between Zambia and Democratic Republic of Congo (DRC) through provision of core trade infrastructure at three priority border posts namely: Kasumbalesa, Mokambo and Chembe. The project will be comprised of four main components namely; (a) improving core trade infrastructure and facilities in the border areas, (b) implementation of policy and procedural reforms and capacity building to facilitate cross border trade in goods and services, (c) improving service delivery by agencies at the border posts and citizen engagement (d) implementation support, communication, monitoring and evaluation. The Ministry, therefore is inviting suitable applicants to fill the following positions:-

1) PROJECT COORDINATOR

The Project Coordinator will be responsible for the overall implementation and day to day Administration of the Project and will supervise the Contract and Procurement Specialist, Finance and Administration Officer and the Regional integration, Monitoring and Evaluation Officer including all related functions to these positions in the Project. The Project Coordinator will report to the Project Focal point who is the Director- Foreign Trade in the Ministry of Commerce, Trade and Industry. The responsibilities of the Project Coordinator will include and not limited to the following:-

  •  Coordinate the technical assistance in the project components with respect to the recruitment and management of consultants and advisors;
  •  Establish contact with Zambian border agencies, civil society organizations, and others working on cross-border trade in project locations including project directors/staff in other GLTFP project countries and at COMESA.
  •  Carry out development partner coordination with respect to additional relevant initiatives;
  •  Supervise implementation, monitor on progress on the Key Performance Indicators as outlined in the financing agreement and the project appraisal document;
  •  Coordinate preparation for project steering committee and all necessary reports and plans for presentation to committee; and
  •  Coordinate preparation and implementation of work plans and quarterly progress Monitoring reports.

QUALIFICATION, EXPERIENCE AND ESSENTIAL COMPETENCES

  • The Project Coordinator should possess a minimum qualification of Master’s Degree in Economics,
  • Trade Economics, Project Management, Business Administration, Development Studies or other related fields.
  • Must possess a Bachelor’s Degree related to the post graduate qualification.

Experience and Skills:

  1. Minimum of (10) years working experience in a reputable organization, three (3) of which should have been at Senior Management Level;
  2. Should have previous experience in managing trade facilitation/Regional Integration projects;

III.            Should be conversant with the regional intricacies and the political economy of the Great Lakes Region;

  1. Proven practical experience on Donor funded projects;
  2. Innovative with good planning and organizational skills;
  3. A team player and good motivator of teams;

VII.            Excellent communication skills;

VIII.            Working knowledge of French will be an added advantage

 

IX.            Computer literacy is a must for this position
