The Ministry of Commerce, Trade and Industry is inviting suitable applicants to fill five (5) positions under the Great Lakes Trade Facilitation Project (GLTFP) financed under a loan from the World Bank. The project aims at empowering border communities by enhancing small scale cross border trade between Zambia and Democratic Republic of Congo (DRC) through the provision of core trade infrastructure at three priority border posts namely: Kasumbalesa, Mokambo and Chembe. The project will be comprised of four main components namely; (a) improving core trade infrastructure and facilities in the border areas, (b) implementation of policy and procedural reforms and capacity building to facilitate cross border trade in goods and services, (c) improving service delivery by agencies at the border posts and citizen engagement (d) implementation support, communication, monitoring and evaluation. The Ministry, therefore is inviting suitable applicants to fill the following positions:-

REGIONAL INTEGRATION, MONITORING, AND EVALUATION OFFICER

The Regional Integration, Monitoring and Evaluation Officer, will be reporting to the Project Coordinator and be responsible for keeping a tab on the Key Performance Indicators agreed for the project. The Officer will also be responsible for monitoring Project Development Object indicators such as; Estimated annual value of goods traded through core trade infrastructure (targeted border crossings, and border markets); Perceptions of traders of services provided by officials performing trade related duties – disaggregated by gender; Incidence of harassment of small scale traders at target border locations – disaggregated by gender and Average monthly users of core trade infrastructure (including traders, transporters, market vendors)

The officer will be expected to carry out the following among other tasks:

  •  Develop systems for a continuous project monitoring and assessment with respect to the agreed key performance indicators (KPIs) in consultation with various stakeholders;
  •  Establish linkages on M&E with other project countries especially DRC and COMESA
  •  Initiate progress reports on implementing of project activities including monitoring work plan implementation,
  •  Undertake specific thematic studies identified under the project; e) Document project activities and lessons learned;
  •  Build necessary capacities of stakeholders to undertake participatory monitoring and evaluation; and
  •  Develop systems and practices for fostering effective learning, communication and information sharing.

QUALIFICATION, EXPERIENCE AND ESSENTIAL COMPETENCES

Must have a Bachelor’s Degree in Social Sciences such as Economics, Trade Economics, Business Administration, Statistics, Demography or any related subject.

A Master’s Degree in a related field will be an added advantage.

EXPERIENCE

  1. Minimum of five (5) years’ experience in Monitoring and Evaluation of projects.
  2. Candidates with practical experience in data analysis and

iii.                  Proven practical experience in Donor funded projects.

  1. Excellent oral and written communication skills.
  2. Working knowledge of French will be an added advantage

 

vi.                 Proven ability to work with quantitative software packages such as Excel, SPSS, and others
