Ministry of Health Zambia Recruiting Health Systems Specialist


The Ministry of Health is looking for suitable candidates to work under the Zambia Health Systems Improvement Project (ZHSIP). This is a World Bank supported project that is aimed at accelerating progress on Maternal and Child Health MDG’s and also preparedness for emerging challenges, especially Non-Communicable Diseases (NCDs).

The ZHSIP will support specifically, strengthening service delivery, while focusing on results and reducing inequities. The project activities will be targeted to five selected Provinces that are poorer and underserved to scale-up coverage of high impact MNCH and nutrition interventions.

Job Title: Health Systems Specialist (1)

Reports to: Director – Public Health and Research

Location: Ministry of Health Headquarters

The Health Systems Specialist will provide a combination of technical and programmatic support on the Zambia Health Systems Improvement project (ZHSIP). Working in close collaboration with the Provincial Medical Officers (PMOs) in the project areas, He/ She will conduct outreach/field work to DMOs in project areas to assess and provide guidance on health strengthening activities on Mother and Child Health and nutrition. The ideal candidate will have experience as a public health analyst and have an understanding of basic health systems strategies at the primary health care level in Zambia. The Health Systems Specialist will work as a member of additional staff on the ZHSIP. He/ She will report to and support the RMNCH Specialist/ZHSIP Coordinator as a de-facto deputy.

Duties and Responsibilities

  • Plans, coordinates, and assists with implementing health care system on MNCH and nutrition programs
  • Analyzes health care system programs in relation to MNCH and nutrition system strengthening under the project in project areas and develops reports and actions to ensure compliance with national regulations and standards.
  • Provides technical assistance on project activities designed to provide oversight on overall health systems strengthening under the project and support efforts to monitor and evaluate health systems strengthening efforts related to MNCH and nutrition
  • Contribute to the development of project work plans, quarterly, annual, and other project reports. • Assume activity/project management responsibilities as needed.
  • Interact and work with PMOs, DMOs potential partners in project areas understand and collaborate with the latest health systems trends and research.
  • Manage and ensures implementation and effectiveness of the overall health systems strengthening under the project. Working closely with the MISS, implements a performance management and improvement process that leads to a positive and measurable impact on the project’s health system strengthening.
  • Monitors and validates in-house quality improvement performance of training institutions supported under the project and suggest changes in standards and norms in relation to staff, service delivery, equipment, waste management, clinical care, essential drugs, referral etc.
  • Performs other duties as assigned.

Qualifications

Education and Experience:

  • Full Grade 12 School Certificate with five 0 level credits including English and Mathematics
  • Master’s degree in Public Health, Health Policy, Public Administration, Public Policy, or related field.
  • Minimum of 5 years of experience in Public Health, Health Policy or Public Administration.

Competencies:

  • Knowledge of public health functions and Essential Public Health Services, public health organizations.
  • Flexibility and ability to handle multiple tasks and work collaboratively with other stakeholders.
  • Excellent skills in oral and written communications.
  • Ability to identify client needs and deliver them promptly and accurately.
  • Willingness to participate in field activities/surveys and extensive travel to remote areas within the project areas.
  • Excellent communication and facilitation skills.
  • Ability to work under tight timelines including ability to follow deadlines, accuracy and attention to detail.
  • Ability to work under minimum supervision to meet short-term deadlines.
  • Commitment and drive to achieve challenging goals, and problem solving.

The appointments will be on a one (1) year renewable contract based on satisfactory performance and needs.
