BUSINESS REGULATORY REVIEW AGENCY (BRRA)

The Business Regulatory Review Agency (BRRA) under the Ministry of Commerce, Trade and Industry (MCTI) is mandated to review business regulations and develop interventions in order to improve the business environment. In line with its mandate, the Business Regulatory Review Agency implements programmes aimed at ensuring that policies, laws and regulations relating to business activities are sound, robust and of high quality. In addition, BRRA reviews business regulations and develops interventions aimed at improving the business environment.

Under the Zambia Agribusiness and Trade Project (ZATP), BRRA will implement activities aimed at ensuring that regulatory frameworks particularly in the agriculture sector serve legitimate purposes and do not unnecessarily burden enterprises or increase the cost of doing business.

MCTI now invites applications from suitably qualified persons to fill the following positions under the Project:

Responsibilities:

  • Undertake reviews of proposed regulatory frameworks and other measures in order to improve the quality of regulation.
  • Undertake the review of licensing frameworks under Tourism, Agro-processing, Cotton, Fisheries and Local Authorities
  • Organise capacity building programmes on RIA for public bodies in order to create capacity and facilitate mainstreaming of RIA in policy and law formulation procedures.
  • Quarterly monitoring and evaluation of the regulatory environment and proposing business reform interventions.
  • Quarterly monitor implementation of RIAs undertaken and propose appropriate interventions.
  • Timely preparation of reports on activities and programmes undertaken.

Qualification, experience, and essential competencies:

a) Minimum Education: Full Form V / Grade 12 School Certificate.
b) Vocational/ Professional Qualifications: Degree in Economics or Business Administration or other relevant fields.
c) At least two (2) years work experience in Regulatory Impact Assessment.

Duty Station

The Facilitators will be stationed in Lusaka.

Duration of Assignment

All positions shall be for a period of 18 months.
