Ministry of Health and Child Care is seeking the services of a consultant/consultancy firm to develop the national STI Strategy and Operational Plan 2016 – 2020.
The strategy and operational seek to:
a. Harmonise and strengthen coordination of the national response to STIs and improve quality of care
b. Provide norms and standards from which to benchmark quality of care and other STI prevention and control services
c. Standardise approaches to STI care including counselling for risk reduction and promotion of safer sexual behaviours
d. Strengthen provision and management of STI medicines, equipment, diagnostic and other commodities that support STI prevention and control services.
e. Facilitate improved management of STI related health information and guide the development/strengthening and implementation of STI surveillance system as well as monitoring and evaluation tools.
f. Serve as resource mobilization tools
Tasks
Reporting to the AIDS and TB Programme Director and collaborating with UNFPA, the consultant will be expected to:
a. Prepare and present an inception report detailing the strategy and operational plan development process.
b. Review international, regional and national strategic documents and review reports on STI and HIV including, but not restricted to:
- Global strategy for the prevention and control of sexually transmitted infections and other related documents
- SADC STI Framework
- Zimbabwe National Syndromic Management of STI/RTI Guidelines, trainers and participant manuals and protocols
- Combination HIV Prevention Approach document
- Zimbabwe National AIDS Strategic Plan (ZNASP) II 2011-2015
- National Health Strategy 2009 – 2015
c. Conduct interviews with relevant key informants including policy and decision makers within government, donor and other development partners’ community, as well as programme implementers including private sector practitioners.
d. Utilise findings to develop the STI Strategy 2016 – 2020 that harmonises and articulates the requisite coordination and surveillance systems, provides norms and standards of care, outlines key programming principles and priorities, articulates roles of partners in government, private and NGO sectors and outlines priorities and opportunities for collaboration.
e. Develop a 5-year plan and budgetary requirements for rolling out the plan in the next 5 years.
Time Frame
The strategy and operational development process will take 30 consultancy days
Qualifications and Experience
a. Advanced degree in medicine, public health or related field (experience in venereology is desired).
b. Proven experience in strategic document development in the field of health/medicine.
c. Understanding of the Syndromic Management of STI and RTIs approach with demonstrable experience at global or regional levels
d. Good communication and writing skills
e. Understanding of the Zimbabwe health care delivery system
