Monitoring and Evaluation Officer BMZ Project – Mansa (1 year 5 Months)
Position Description
The position of Monitoring And Evaluation officer is part of Plan International 18+ Programme on Ending Child, Early, and Forced Marriage (CEFM) in Eastern and Southern Africa implemented by Plan International Zambia.
The position is based in Mansa, Zambia, at Plan International Zambia and exists to support the BMZ / Plan International Germany supported project “Strengthening Civil Society to End Child Marriage in Eastern and Southern Africa.
The incumbent reports to the Quality Effectiveness Manager. The job holder is responsible for supporting all the Program Areas and Country Office on the project in Monitoring, Evaluation, Accountability and learning. This will include; planning, information gathering and synthesis, reflection and reporting processes.
Key areas of responsibility include:
- Supports development and review programs and projects to ensure that the strategies and approaches used are in line with project framework
- Supports the development of MER Plans for the project/ program effectiveness and learning in the delivery of programs.
- Strengthens and institutionalizes corporate monitoring systems and tools for the interventions of the project / Program for effective management of outcomes and results.
- Facilitates development of – participatory monitoring and evaluation systems including Community Participatory Monitoring and Evaluation (PM&E) Systems for enhanced accountability in the project framework.
- Provides technical leadership in planning and coordination of Baselines, Assessments, Evaluations, Research and case studies to enhance performance measurement and learning
Qualifications:
- A Bachelor’s Degree in Social Sciences or equivalent from a recognized university.
- At least 3 years practical work experience in monitoring & evaluation
- Demonstrated skills in usage of statistical packages
- Experience in Participatory methodologies
- Proven understanding of programming concepts and Human Rights Approaches to Development
Competencies:
- Strong analytical and logical ability
- Good knowledge of programming processes, systems and principles, and the ability to provide leadership and support to staff working at community level.
- Design and management skills
- Numeracy and the ability to interpret data, in order to provide management support to programming and budgetary processes including planning, monitoring and reporting.
- Facilitation and presentation skills
