Job Title: Monitoring and Evaluation Officer

Responsibilities

  • Responsible for overseeing the implementation of the program’s Comprehensive Monitoring and Evaluation Plan (CMEP)
  • Design and implement project data collection and management systems and tools and develop evaluation criteria from project initiation to closeout
  • Contribute to the design of baseline and project surveys and oversee implementation
  • Conduct strategic planning, performance measurement, select indicators, set targets, and develop M&E plans
  • Design and execute trainings for enumerators and program staff and develop training materials
  • Supervise project enumerators and oversee data quality checks and preparation of data sets
  • Liaise with external project evaluators
  • Ensure effective program feedback loops for adaptive program management

Qualifications

  • Master’s degree in one of the above-mentioned fields or a Bachelor’s plus an advanced certificate in M&E, statistics, or economics
  • Knowledge of at least one of Zambia’s major languages (Bemba, Kaonde, Lozi, Lunda, Luvale, Nyanja, Tonga)
  • Experience managing M&E activities for USG funded programming
  • Experience working on child labor, gender equality, or youth development programming in Zambia
  • Bachelor’s degree in statistics, demographics, public policy, international development economics or related field
  • Five years of professional experience in a senior M&E position responsible for implementing M&E activities of international development projects
  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, and developing M&E and/or performance monitoring plans
  • Experience and ability in managing and providing oversight of complex baseline and follow-up project surveys, including writing terms of reference, reviewing and commenting on sampling and technical survey design documents, developing questionnaires, reviewing training materials and survey field protocols, overseeing training and management of enumerators, providing oversight to field work, and providing oversight on data quality checks and preparation of data sets
  • Ability to facilitate and serve as project liaison for externally-managed qualitative evaluations
  • Knowledge and understanding of impact evaluations and ability to serve as a project liaison for an impact evaluation
  • Fluent in English
