The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at over 7,000 sites around the world to prevent the transmission of HIV to children, and to help those already infected. The Foundation seeks to recruit vibrant and self –driven individuals to fill up the following positions;

Monitoring and Evaluation Officer – UNITAID Project

Location – Lusaka 

This position will report to the SI&E Technical Advisor, he/she will provide support to the SI&E Technical Advisor in fulfilling monitoring and evaluating functions of the project. He/She will support implementation of M&E activities of the Project, support capacity building initiatives and facilitate the collection of quality data under the supervision of the SI&E Technical Advisor. He/She will provide technical field support and ensure high quality and timely data inputs. The M&E officer will also assist with preparing reports on project progress. He/She will collaborate with the Supply Chain Logistics Coordinator as assigned. Under the supervision of the SI&E Technical Advisor he/she will work in close collaboration with MOH officials and key stakeholders at all levels of health service delivery as need be.

Responsibilities:

  • Support development of the Project’s M&E plan.
  • Execute monitoring and evaluation activities as defined in the Project’s M&E plan.
  • Support the SI&E Technical Advisor in monitoring data quality and tracking the progress of M&E activities.
  • With the SI&E Technical Supervisor ‘s oversight, work with the Supply Chain Logistics Coordinator and the Project Officer-Quality Assurance to ensure all data generated throughout the project is efficiently and accurately captured and reported.
  • Suggest ways to facilitate data collection and the flow of data within the project.
  • Support project staff and POC EID site staff on ways to properly document, organise and capture data generated throughout the project.
  • Work closely with the data Entry Associates to ensure project data is accurately and timely entered into the project’s data base.
  • Assist the SI&E Technical Supervisor in building the capacity of project staff in Monitoring and Evaluation requirements of the project.
  • Perform regular field visits to ensure the quality of data collected by POC EID site staff and to verify the accuracy of reported data.
  • Identify strengths and weaknesses in existing data collection and management systems and propose solutions.
  • Support the SI&E Technical Advisor to ensure that data queries are addressed in an accurate and timely manner.
  • Review and analyse field reports with the SI&E Technical Advisor to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting.
  • Support in reviewing reports to ensure high quality reports are submitted on time.
  • Keep abreast of developments in project changes and progress in order to advise and recommend tools and strategies to increase project performances and results.
  • Under the supervision of the SI&E Technical Advisor, work collaboratively with the MOH and different stakeholders in the area of monitoring and evaluation as need be.
  • Support the SI&E Technical Advisor in accomplishing tasks as may be required

Qualifications:

  1. Graduate degree or diploma in Information Management, Project Management, public health, epidemiology, statistics, M&E or other relevant fields.
  2. Previous experience working on HIV/AIDS programs.
  3. A minimum of three years’ experience working in public health monitoring and evaluation.

Knowledge, Skills, and Abilities:

  • High level of computer literacy with expertise in analysing data using statistical software
  • Capacity to produce high quality briefs and reports
  • Good level of proficiency in Windows Excel
  • Demonstrated ability to train and build capacity of others
  • Strong interpersonal skills
  • Fluent in English with good writing and effective presentation skills
