The Organization

The Zambia Red Cross Society (ZRCS) is a Humanitarian Organization established in 1966 by an Act of Parliament CAP 307 of the laws of Zambia as an auxiliary institution that augments government efforts in developmental works and humanitarian assistance. ZRCS is part of the International Red Cross movement known as the International Federation of the Red Cross and Red Crescent Societies (IFRC). In line with its mandate, ZRCS partners to the Government of Zambia in responding to both man-made and natural disasters, including epidemics.

Currently, ZRCS is part of a consortium of actors that has joined hands with Ministry of Health through a multisectoral approach, in responding to COVID-19. To enhance coordination and management of ZRCS response to the pandemic, the National Society hereby invites applications from dynamic, qualified and experienced individuals to take up the following positions;

(i) Response Coordinator

(ii) Response Officer – Livelihood

(iii) Communication Officer

(iv) Hygiene Promotion Officer

1. COVID-19 RESPONSE COORDINATOR

Reporting to: Health and Care Manager

Workplace & Conditions

Based in Lusaka with frequent travel to the field

Starting Date / Initial Contract Details

As soon as possible. Full time, initially 6 months with possibility of extension subject to performance and availability of funding

Core function:

  • Overall focal point for all COVID-19 related interventions including; implementation, monitoring and evaluation of COVID-19 activities
  • Manage and support the COVID-19 team; mentor, guide and coordinate all activities related to COVID-19
  • Responsible for proposal development and timely reporting to donors
  • Key focal point for all external coordination mechanisms related to COVID-19.

Project Management

  • Manage COVID-19 response activities, alongside relevant staff and volunteers in order to meet the project objectives within budget and allotted time frame.
  • React quickly to crisis and organize and /or implement appropriate assessments and responses.
  • Contribute to the development and implementation of a COVID-19 contingency plans and other protocols and strategies in line with IFRC guidelines.
  • Continuously monitor and supervise COVID-19 response activities, evaluating progress through outputs and impact. Provide input into the integration of Community Engagement and Accountability
  • Ensure accurate and timely reporting of activities according to applicable timeframes and formats.
  • Participate in the development of interventions and new proposals, linked to the assessed needs and gaps related to COVID-19.
  • Reach out to other actors to find those who can respond to needs which go beyond resources of Zambia Red Cross Society
  • Other duties assigned by the health and Care Manager

Communication and Coordination

  • Develop and maintain appropriate communication with the teams and other relevant stakeholders.
  • Participate and proactively engage in COVID-19 response coordination meetings and working groups at national and, field level. Provide summary notes off all external meetings for relevant internal stakeholders.
  • In coordination with Health and Care Manager, develop and deliver training on COVID-19 response to volunteers and staff.
  • Proactively network with clusters and health and WASH agencies to identify opportunities to collaborate.
  • Ensure clear internal coordination within the response team including Senior Management Team, and other support teams (Logistics, Human Resources, Finance, Volunteers).
  • Provide updates during various meetings such as Incident Management Meetings (IMS)
  • In coordination with the Health and Care Manager, assess the need for and contribute towards the design and implementation of in-country COVID-19-related staff health protocols and procedures.
    Logistics
  • Ensure stock, purchase requests, cash forecasts and movement requests are submitted on time
  • Support the logistics activities of health, WASH staff, livelihood, in relation to the purchasing of COVID-19 related supplies, etc. Liaise with Logistics Officer to ensure that quality items are procured, transported, stored, etc.

Quality Management/Project Design

  • Responsible for ensuring project implementation is according to ZRCS, donor and IFRC guidelines
  • Contribute towards setting objectives of COVID-19-related health/WASH/livelihood assessments and interventions, monitoring progress, etc.
  • Decide on new activities and new project sites and provide input regarding future plans and changes based on the evolution of the pandemic
  • Improve the quality of the project, including assessments, monitoring and evaluation, implementation of Core Humanitarian Standards and protection mainstreaming.

Capacity building

  • Train volunteers and relevant staff on various aspects of COVID-19 response in line with established SOPs.
  • Compile and manage, and make available, relevant information related to COVID-19 for staff access.

Qualifications

  • Post graduate degree in either, Disaster and Humanitarian Services or Public Health. Under graduates in the related field with extensive experience may be considered.
  • Strong project Management experience and skills is desirable.

  • 6 years’ post-qualification professional experience.
  • At least 2-5-year humanitarian management experience, including field level public health and livelihood response. Experience in training and supervising teams and participating in national level coordination.

2. RESPONSE OFFICER – LIVELIHOOD

Reporting to: Disaster Management Manager

Core function:

  • Hands on implementation of livelihood interventions related to COVID-19 pandemic including; planning, monitoring and evaluation of related activities
  • Support the COVID-19 response team; mentor, guide and coordinate all activities related to COVID-19
  • Participate on proposal development and timely reporting to donors

JOB SPECIFICATIONS

Project Management

  • Spearhead the mainstreaming of COVID-19 prevention and response measures in the ongoing livelihood and food security interventions being carried out by the National Society;
  • Support the documentation, monitoring and reporting on all COVID-19 related activities in livelihood and food security programming;
  • In liaison with field project teams and Cash Transfer focal point, support the integration of COVID-19 measures in emergency cash transfer and livelihood programming, including promotion of climate smart agriculture interventions
  • Spearhead the training of staff and volunteers in livelihood related programming
  • Attend coordination meetings and providing updates to the National Society Weekly Incident Management Team;
  • Providing weekly updates to the Emergency Operations Centre and field teams;
  • Participate in the development and periodic review of the National Society’s COVID-19 contingency Plan, Business Continuity Plan and related Plans of Action;
  • Tracking national and Southern Africa regional developments on food security and livelihood and in the context of COVID-19;
  • Provide technical support to field teams in the integration of COVID-19 in project activities
  • Support budget holders’ in COVID-19 activity budget tracking and requisitions;
  • Monitoring the implementation of COVID-19 activities in ongoing programmes and documenting the pandemic’s impacts on livelihood and food security;
  • Initiate and participate in COVID-19 oriented livelihood surveys
  • Recommend contextualized response measures at national and local levels
  • Create or support existing community level coordination structures for successful project implementation and sustainability;
  • Ensure adherence to sphere standards and IFRC guidelines in the provision of services and goods;
  • Internalize and apply at all times the fundamental principles of the Red Cross movement

  • Liaise with Ministry of Community Development and Social Services in profiling and targeting for livelihood services
  • Participate and proactively engage in coordination meetings and working groups on livelihood thematic issues;
  • Ensure clear internal coordination within the response teams at HQ and field level
  • Provide timely updates to the weekly emergency operations updates held with HQ;
  • Contribute to the National Society’s input to the Southern Africa Livelihood and Food Security Network’s monthly regional updates.

Logistics

  • Ensure stock, purchase requests, cash forecasts and movement requests are submitted on time
  • Support the logistics activities of the field project team in Liaison with the HQ based Logistics Officer.

Quality Management/Project Design

  • Ensure project implementation in accordance with established ZRCS, donor and IFRC guidelines
  • Undertake project monitoring and post-distribution monitoring activities;
  • Ensure mainstreaming of and adherence to cross-cutting issues including inclusion, Protection against Sexual Exploitation and Abuse as well as community engagement and accountability
  • Improve the quality of the project, including assessments, monitoring and evaluation, implementation of Core Humanitarian Standards and protection mainstreaming.

Capacity building

  • Train volunteers and target groups and relevant staff on various aspects of livelihood and food security
  • Compile, document and periodically share relevant livelihood and food security information;

Qualifications, Experience and Desired Competences

  • Bachelor’s degree from a recognized University in Agricultural based sciences, Development Studies, Social Work, Disaster Management, Natural Sciences or other related Social Science disciplines;
  • Post graduate or combination of qualifications in the afore mentioned field is a plus
  • At least 5 five years’ practical experience in related field with extensive exposure to livelihood and food security issues in Zambia’s agro-ecological zones I and II;
  • Strong research skills, encompassing both qualitative and quantitative competences is strongly recommended
  • Practical familiarity with GIS applications is an added advantage
  • Good communication and interpersonal skills
  • Aptitude for community mobilization and capacity-building.
  • Experience in training/ mentoring/ coaching volunteers and staff.
  • Knowledge of humanitarian principles

3. COMMUNICATION OFFICER

Reporting to: Communication Manager

Workplace & Conditions

Core Function:

  • To write and distribute content to promote the Organisations brand and all activities related to COVID-19 response.
  • To be a liaison between the Organisation, the Public and the media, to ensure the activities of the Society, in response to COVID-19 are highlighted.

Specific Responsibilities

  • Support the production of communication materials (e.g. briefing notes, images, videos, Web pages etc.)
  • Follow up on the production of advocacy and communication materials (e.g., films, videos, audio-visuals, etc.), and oversee the qualitative aspects of production, (e.g., quality control, translations, reviews of layout and graphic design etc.)
  • Maintain an up-to-date documentation center for communication materials including publications, press releases and clippings, photographs, audio-visual materials, web resources etc.
  • Support and implement the Program Communication Strategy Plan of Action effectively, facilitate and execute Social Behavioral change, in support of efficient & effective Program delivery.
  • Development of culturally relevant program communication materials.
  • Assist in drafting and editing articles, press releases, human interest stories and other advocacy/information materials for both web-based and traditional media, as appropriate.
  • Build strong partnerships with community groups, leaders, media and other partners in the community and civil society and enhance to promote participation in social and behavioral changes, supportive of program goals.
  • Development of human interest stories, videos and briefs showcasing the impact of ZRCS work, on the ground, are developed in collaboration with Program Managers, to enhance ZRCS resource mobilization efforts
  • Under the guidance of the supervisor, support the establishment of ZRCS advocacy networks at National level.
  • Maintain and update media relations contact list/database. Ensure rapid and accurate information dissemination to the media
  • Support relevant, high-impact advocacy activities and campaigns with key partners.
  • Conducting perception surveys.
  • Assist in collaborating with the media through activities such as organizing project site visits, facilitating photo coverage and TV footage and utilizing both web-based and traditional media as appropriate.
  • Monitor and evaluate the use and effectiveness of media materials. Maintain a library of coverage (clippings, coverage etc.)
  • Production of weekly Communication reports on relevant activities being conducted by the Branches and by the various Projects.
  • Development of content for ZRCS social media pages, such as website, twitter, face-book and online newsletter.
  • Prepare jingles on BCC, handwashing on COVID-19 for the public

Qualifications and Experience:

  • University degree in Communications, Journalism, Public Relations or related field. Candidates with a University Degree in related field with substantial Communication experience will be considered.
  • Minimum 2-3 years of relevant experience with practical experience in the adaptation and application of communication planning processes to specific programs.
  • Practical professional work experience in communication, print and broadcast media, or interactive digital media
  • Experience in communication for development is a plus
  • Field work experience and knowledge/familiarity with emergency situations is considered an asset.
  • Proficient in Microsoft Office, content management systems, and social media platforms.

4. HYGIENE PROMOTION OFFICER

Reports to:

Focus on COVID-19 response

Core Function:

In consultation with the Health and Care Manager, plan, budget, and ensure effective implementation of hygiene and sanitation promotion activities as an integral part of the COVID-19 response

  • Conduct assessments of barriers, enabling factors and effective communication methods/channels to instigate changes in key behaviour and develop, design, modify or adopt culturally appropriate media, messages and IEC materials to promote sanitation and hygiene behaviour.
  • In collaboration with other departments lead capacity development for staff and volunteers in the implementation of hygiene promotion in COVID-19 response, by using/designing participatory approaches for sanitation and hygiene promotion, and ensure their sound employment to improve program quality and impact.
  • Together with other multi-disciplinary team members, participate in conducting detailed WASH assessment, particularly focusing on curbing further spread of COVID-19.
  • Ensure effective integration of sanitation and hygiene promotion strategies in water supply development, operation and maintenance and, sensitize beneficiary communities on the observance of a safe water management chain.
  • Be responsible for initiating and following up procurement and utilization of materials and other resources required for implementing sanitation and hygiene promotion activities
  • Lead implementation of project innovations and learning components like the promotion of user friendly handwashing facilities in the communities, evaluate impact, document learning and propose strategies for scale-up.
  • Participate in conducting assessments for and, implementation of WASH interventions during the COVID-19 outbreak.
  • Identify appropriate point of use handwashing products in the COVID-19 situation and distribute by providing information on how to use to the beneficiaries.
  • Conduct post-distribution monitoring on distributed WASH NFIs including point of use hand washing products.

Coordination

  • Promote integration and coordination with other partner agencies working in the sanitation and hygiene promotion sector.
  • When assigned by Health and Care Manager, represent ZRCS at sector and cluster coordination meetings and provide prompt feedback

Reporting

  • Submit weekly and monthly program activity plans to the Health and Care Manager

Monitoring and Evaluation

  • In consultation with PMER department, ensure regular monitoring of program activities to determine the success of interventions and recommend changes to Health and Care Manager
  • Support the Health and Care Manager to design and develop Knowledge, Practices and Coverage (KPC) survey protocols, participating in carrying out baseline and evaluation KPC surveys to determine sector performance
  • Monitor hygiene and sanitation promotion activities and behaviour change in the communities by facilitating rapid assessments and evaluate program performance and progress towards achieving targets.

Qualifications

  • Degree in Environmental Health Science, Rural Water Supply and Sanitation, Health Promotion, Community Health or related field with at least 4 years’ experience. A diploma in the above fields with 6 years of excellent performance.
  • Two – Four years’ experience in Sanitation and hygiene promotion in humanitarian, NGO or Government organizations.
  • Proven knowledge of; CLTSH, BCC, CEA and PHAST.
  • Computer literacy in MS Word, Excel and Publisher is a must.
  • Fluency in English both spoken and written.

Skills and Abilities

  • Ability to work in stressful conditions, with limited access to services, sometimes insecure and limited movements
  • Ability to work independently with minimum supervision and in a highly results-oriented work culture
  • Knowledge, skill and experience in participatory methods for sanitation and hygiene promotion.
