The CRS Zambia country program was established in 2000, and administers a varied and diversified portfolio of nutrition, health systems strengthening, food security, economic growth and livelihoods, orphans and vulnerable children (OVC) research and HIV and AIDS programs. Catholic Relief Services carries out the commitment of Bishops of the United States to assist the poor and vulnerable overseas. CRS is looking for a Senior Continuous Quality Improvement advisor (SCQIA) who will be responsible for providing technical and strategic support to a large HIV treatment program in Zambia. CRS implements evidence based care and treatment interventions mainly working with faith based health facilities in Zambia. CRS works in partnership with Local organizations, the Zambian Ministry of health and key stakeholders. The project is funded through CDC and it is designed to deliver high impact outcomes through strengthening capacities of local faith based institutions (sites) to deliver these services.
Job Title: Senior Continuous Quality Improvement advisor
Responsibilities
- This position will report to the SI/M&E Directo
- The SCQIA will offer technical support to all project technical and community teams ensuring high interventions standards are maintained
- The SCQIA will work with treatment teams at the health facilities motivating them to test ad implement quality improvement initiatives for HIV treatment at health facility and community levels
- The QA/QI advisor will collaborate with the Ministry of Health at district levels to ensure that quality assurance and quality improvement (QA/QI) standards are maintained and that health facilities scale up QI interventions at all levels of treatment provision
Key responsibilities
- Work in collaboration with health facilities leadership teams to set up operational quality improvement systems and tools
- Continuously support continuous quality improvement (CQI) teams ensuring that they are functional within the supported health facilities
- Motivate CQI teams to carry out small tests of Change (STOC) to innovatively implement treatment concepts for treatment scale up in line with the 90:90:90 goal
- Training health care workers and built their capacities to operationalize quality management
In collaboration with the health facilities clinical teams monitor quality improvement initiatives to hold gains/best practice for continuum of care - In line with the MoH QA/QI framework, develop quality improvement frameworks and tools for various quality initiatives
- Translate CQI interventions into programming evidence to inform the design of CQI implementation strategies and sustain continuing good treatment practices
- Collaborate and liaise with CDC Zambia and the MoH technical working groups to ensure standardized CQI interventions supporting HIV treatment especially using the community approach
- Empower health care workers through the development of continuous quality improvement (CQI) capacities at supported sites ensuring that staff have a sense of ownership of health care improvement
- Work with community treatment teams to ensure that CQI interventions are rolled down to support treatment scale up as part of the community approach to treatment and care
- Support the documentation of all quality improvement initiatives and outcomes to inform programming
- In collaboration with the Chief of party and project team members ensure that the QI community of practice is established for shared learning
- Any other duties as assigned by the supervisor

Qualifications
- Medical Doctor/Nurse/Clinical officer with Masters in Public Health (MPH) or equivalent
- Five years’ experience working with quality improvement, strategic information and patient outcome related information for decision making
- Experience in CQI related to HIV and AIDS prevention, care and treatment programing a plus
- Experience in coordinating HIV CQI activities at the National, provincial and district levels
- Clear understanding of the Zambian health system and the national HIV response
- Ability to train, mentor and provide technical support to health care workers
- Solid and sound clinical problem solving and decision making abilities including ability to influence teams offering guidance under demanding contexts
- Data analysis and interpretation skills for decision making and reporting – using both qualitative and quantitative skills
