Chambeshi Water and Sewerage Company Limited (ChWSC), is the utility Company based in Northern and Muchinga Provinces of Zambia and in charge of providing water and sewerage services to the 12 districts. As a Company, we are the implementing agency of the National Vision with regard to water and sanitation in the urban towns of Muchinga and Northern Provinces. Our vision “is to be the most effectively managed utility in Zambia” by focusing on ensuring that our customers are delighted with the quality of our services.

The National Vision with regard to water and sanitation is that 80% of Urban Zambians should have access to adequate and safe water by 2015 and 100% by 2030, while 68% of Urban Zambians must have access to adequate sanitation by 2015 and 90% by 2030. In order to achieve this vision, the Ministry of Local Government and Housing then developed and started implementing the National Urban Water Supply and Sanitation Program (NUWSSP). This program has continued under the newly established Ministry of Water Development, Sanitation and Environmental Protection.

The Company now invite applications from suitably qualified Zambians to fill the following vacancies:

1. MANAGEMENT ACCOUNTANT

Job Purpose

  • To prepare timely management reports in order to provide timely management information to aid decision-making and ensure that all management reporting requirements are met;
  • To be responsible for the preparation of budgets and budget control, capital expenditure monitoring, fixed asset management and stock control.

Main Duties and Responsibilities:

  • Co-ordinates the preparation and consolidation of the company budget.
  • Prepares final accounts. In so doing he/she ensures that all cost centers comply with year-end cut off procedures.
  • Compares monthly financial performance with budget and communicates to users from time to time and designs budget formats for consolidation and circulation to all cost and profit centers.
  • Maintains all tax computations in separate files namely; corporate tax files, Value Added Tax file; Pay as You Earn file; Withholding Tax; and any other tax affecting the Company prescribed by the statutes of tax regulation.
  • Maintains files containing all hard copy of reconciliation’s for each account and publishes annual corporate reports.
  • Supervises external audit process and liaises with the Financial Accountant on technical issues pertaining to the preparation of final accounts in conjunction with external auditors.
  • Maintains an updated and accurate fixed asset register for the efficient running of management accounting records.
  • Agrees, monitors and reviews performance of subordinates to ensure that they work towards meeting their performance targets.
  • Performs any other related duties as assigned by the supervisor from time to time.

 

Qualifications and Experience

  • Full Grade 12 School Certificate.
  • Degree in Accountancy or Final part of professional accounting qualification such as ACCA, CIMA and equivalent.
  • Member of the Zambia Institute of Chartered Accountants (ZICA).
  • Minimum 3 years, preferably in a commercial environment.

Required Competencies/Personal Qualities:

  • Very good knowledge of computers, able to handle accounting packages (preferably Pastel) and proficient in Microsoft Excel.
  • Good supervisory skills.
  • Good Planning skills
  • Good interpersonal skills
  • Good analytical Skills

 

2. FINANCIAL ACCOUNTANT

Job Purpose

To plan, coordinate and implement the objectives and procedures of the general accounts operations in order to provide accurate and up to date financial information to management.

Main Duties and Responsibilities:

  • Prepares daily cash flow statements for management based on daily bank balances.
  • Prepares consolidated financial performance reports out of the weekly, fortnightly and monthly district reports, for management decision-making.
  • Prepares statements of expenditure monthly for the information of the Director of Finance.
  • Checks and verifies all payments to ensure that they have required accompanying documents and for correctness and approvals before processing payment.
  • Ensures preparation of Company payroll and payment of correct salaries on due dates and that statutory (PAYE, NAPSA) and other deductions are affected.
  • Ensures timely payments of general and payments to suppliers when funds are available based on the planned sequence.
  • Checks that all requisitions for payments are accrued, signed and posted on the Pastel Accounting system before they are paid in order to reflect all the liabilities that are due.
  • Verifies accounting data held in Pastel System journals, before it is posted to ledgers.
  • Supervises, appraises, coaches, trains, disciplines and motivates subordinates in order to achieve unit objectives thereby contribute to the achievement of Company objectives and overall MWSC mandate.
  • Performs any other related duties as assigned by the supervisor from time to time.
