Summary

We are seeking a dynamic professional experienced in international development, responsible for ChildFund International’s grant efforts in Africa with focus on East & Southern Africa (ESA).

The Regional Grants Acquisition and Management Coordinator, ESA collaborates with grants, technical and finance staff in country offices (COs) as well as ChildFund’s grants team at headquarter to support proposal development as well as monitoring the post-award performance of grants with a value of under $1million. S/he also leads efforts to strengthen execution capability of Country Offices for developing and managing their grants portfolio. This includes strengthening COs’ proposal grants acquisition and execution capacity. S/he will be hosted by one of the ESA COs to provide shared TA services across the ESA region and will report to the Deputy Regional Director, ESA with dotted reporting lines to the Africa Regional Senior Business Development Specialist, the Senior Grants and Contracts Manager, and the Country Director who is hosting this position.

DUTIES/RESPONSIBILITIES

Prepositioning for opportunities between $100,000 and $1million

  • Cultivates strong connections, linkages or relationship between country offices, other agencies and major bilateral/multilateral and private sector donors & Keeps organization informed of new funding opportunities and the Strategic Objectives of donor missions in country & Promotes the formation of consortia with strategic partners and ensure alignment of the Program Pipeline and readiness activities with them & Regularly updates and communicates to COs on bilateral/multilateral and private sector donor priorities and direction.
  • Provides strategic leadership for intelligence gathering and pre-positioning efforts & Researches and analyzes funding trends among key donors/clients & Undertakes business intelligence research to inform strategic planning.
  • Coordinates with the Africa Regional Team to increase the competitive readiness of Country Offices, writing capacity statements and supporting pre-positioning efforts set by the Global Grants Team

Proposal Development for opportunities between $100,000 and $1million

  • Provides strategic leadership for the region in identifying and analyzing donor calls for funding applications, expressions of interest and request for proposals from the public and private sector. Support country offices in assessing opportunities.
  • Provides review and recommendation of Go/No-go decisions
  • Offer on the job coaching for CO staff to follow business development processes and use BD tools.
  • Work with CO/IO GAM team to negotiate teaming agreement with other INGOs/Alliance Members.
  • As proposal manager supports the writing/development of concept papers and proposals to respond to specific solicited and unsolicited funding opportunities of $100K – $1m grants for the assigned countries. Monitor proposal quality. Follow up submissions of proposals with effective liaison with donors, as permitted, and ensure that donor questions and concerns are fully addressed on time.
  • Support COs in grants budget development to ensure compliance with donor regulations and cost recovery is taken into consideration.
  • Contributes to the design of business development processes, tools and templates for ChildFund and support their use by Country Office Grants Acquisition teams.
  • Identifies potential grant partners at the regional level and assists COs in the pre-and post-award assessment of national partners and alliances, and in a negotiation of terms for joint projects and teaming agreements.
  • Monitors COs’ use of BRIDGE to help ensure that all pre-award data is up to date in relation to grants up to $1million in value and participates in quarterly BRIDGE meetings

Post-Award Grants Management of grants between $100,000 and $1million

  • Monitors the performance of the Region’s active grants with budgets of between $100,000 and $1 million & Reports out to the DRD on the status of grants in this category from both a program result and budget management perspective.
  • Prepares and facilitates monthly grants review meeting with COs and DRD.
  • In close coordination with the Global Grants Team, assists with training and monitoring of donor rules and regulations for compliance.
  • As directed, supports COs in post-award administration, a revision to grants project descriptions and budgets, no-cost extensions, reporting and grants closure.
  • Liaises with the Regional Finance Manager (RFM) and DRD in ensuring accurate and up-to-date grants expense tracking, and timely submission of budget reports according to formats required.
  • As directed and in close coordination with Global Grants Team, assists with pre- and post-award completeness and training in BRIDGE.
  • Serve as ESA’s Regional Focal Point for BRIDGE.

Others

  • Works with the international office on liaising with the ChildFund Alliance members on grant pre-award and award negotiations and as needed assist with trouble-shooting Alliance grant issues.
  • Strengthens Regional and CO grant acquisition and management capacity including developing training materials and carrying out regular training of CO staff to understand grant acquisition and management strategies and compliance with donor standards.
  • Builds and maintains positive working relationships with all ChildFund regions and participates as a team member in the development of proposals in other regions as agreed by the Africa Regional Office and global grants team.

QUALIFICATIONS/EXPERIENCE

  • 3 – 5 years of experience in writing grant proposals and monitoring post-award implementation of donor-funded grants and obtaining grants from US government and other bilateral/multilateral donors. Experience with private sector donors is an added advantage
  • Proven budgeting skills
  • Thorough understanding and proven track record of obtaining US government and other major donor awards
  • Demonstrated experience of donor rules and regulations, especially the USG regulatory environment.
  • Prior experience working in the development sector
  • Demonstrated experience in training, coaching and/or mentoring project staff in the basics of proposal development
  • Demonstrated diplomacy in building relationships, working collaboratively within a growing organization, and within broader external coalitions
  • Strong knowledge and skills in Word, Advanced Excel skills, PowerPoint, Visio, Project, and Adobe. Prior experience working with SalesForce and SharePoint is a plus.
  • Ability to handle and prioritize multiple tasks and work autonomously under pressure of deadline required
  • Excellent writing skills in English, analytical capacity, and attention to detail.
  • Demonstrated experience suing M&E systems and tools to conduct effective tracking and reporting on core indicators.
  • Other language skills (French, Portuguese) are a plus
  • Travel to COs in ESA (30%)

EDUCATION

Bachelor’s degree in International Development or a field related to the organization’s core program, or equivalent relevant work experience (MA preferred).
