The Civil Service Commission invites applications from suitably qualified Zambian nationals to fill the position of Director – Human Resource Information and Planning (HRIP) at Public Service Management Division.
Job Title: Director – Human Resource Information and Planning – 1
Responsibilities
- The Director – Human Resource Information and Planning (HRIP) will report to the Permanent Secretary, Public Service Management Division
- The Director will be responsible for developing strategic human resource policies, programs and initiatives that drive a comprehensive talent strategy and enables the Public Service to attract, develop and retain the necessary talent to achieve national goals
- The Director will work closely with Government Ministries and Spending Agencies in the development and execution of Human Resource Management Practices
- The Director will guide and influence management in the Public Service on issues involving performance management, talent assessment and development, succession planning, employee and management development, organizational effectiveness and related programs
- Performance Management: Prepares and delivers performance reviews, provide actionable feedback and create development plans for direct reports and managing all levels of performance in the Public Service
- Human Resource Development Planning
- Develops human resource planning models to identify competencies, knowledge and talent gaps and develops specific programs for the filling of the gaps across all levels of the Public Service
- Areas of activity will include talent management through proper succession planning programs for key contributor and management positions, development of programs for preparing employees for more significant responsibilities to enhance employee knowledge and understanding of the Public Service
- Provides guidelines to Senior Officers and Management on planning and communication related to change management in the Public Service and work through organisational design to drive role clarity at the individual and Departmental level
- Defining and driving or facilitating change initiatives, educating management and key stakeholders on best practices in change management
- Policies and Procedures
- Develops and administers policies, procedures, and processes in support of Human Resources Management operations in the Civil Service
- Managing effectively, the unitization of human, financial and other resources in order to facilitate the attainment of objectives of the department
- Managing effectively, the implementation of departmental and individual workplans in order to monitor performance and facilitate appropriate remedial action.
Qualifications
- A full Grade 12 School Certificate with (5) ‘O’ Level Credits including English Language and Mathematics
Bachelor of Arts Degree in Human Resource Management, Public Administration, Business Administration, Management Studies, and Library and Information Studies with Public Administration - Master’s Degree in Management related Studies
- Ten 10 years’ experience of which 4 years should be at management level
- Age of thirty (30) years
