JOB DESCRIPTION: CHIEF EXECUTIVE OFFICER
Directly reporting to: Zonal Manager
Education/Experience
- University Degree in business administration-economics and accounting.
- Masters / Degree in Business Administration will be of added value.
- Long experience and an overall understanding of credit management and deposit operations.

Main Tasks
- Responsible for overall strategic leadership and management of Vision Fund, including operational and financial performance, human resources and the development of institutional capacity;
- Develops and implements Business Planning focused on the long-term sustainability, profitability and survivability of the organization;
- Formulates and implements guidelines, procedures, internal regulations that are consistent with the policies set forth by the Board of Directors and industry regulators;
- Negotiates, acquires and maintains a diversified source of funding comprising of grants, credit lines and other non-financial resources to achieve strategic objectives;
- Oversee and support the development and implementation of effective HR policies and procedures for recruitment, training and talent development; and
- Act as the principal representative of the institution with key stakeholders such as government agencies, donors, other companies and the media.
Responsibilities
- Supervises the day-to-day branch operations through the Zonal Managers to ensure that the targets set and agreed upon are met;
- Principal advisor of the Executive Director and Deputy Director on all matters relating to the Operation of the Branches
- Sits with the Executive Credit Committee (ECC), the body tasked to evaluate and approve all loans over ___ (state amount). The ECC is composed of the COO, DBO, and the branch manager proposing the loan applications.
- Plans and ensures the implementation of an adequate and timely reporting system with focus on each branch’s asset quality, liquidity, capital adequacy, and provisioning;
- “Champions” the efforts in managing loan delinquency by closely monitoring the zones and ensuring strict compliance to all policies and procedures;
- “Champions” the efforts in mobilizing savings from the public;
- Ensures that policies and procedures are applied consistently and uniformly across all branches;
- Coordinates with the Finance and Admin department to make sure that there is appropriate branch liquidity management;
- Coordinates with the HR department in planning personnel capacity of the branches;
- Consults with the MIS/ IT department any monitoring or reporting related issues, and resolves the issues at the soonest time possible;
- Ensures compliance to all existing regulations;
- Oversees the implementation of the internal control systems, ensuring the smooth running of the business and safeguarding the institution’s assets; Follows-up with the concerned branch manager(s) any actions required from the branches as recommended by the audit findings;
- Decides on all operational issues within the framework of existing regulations and management decisions;
- Coordinates with the marketing manager the planning and initiation of promotional measures;
- Supervises the work of the R&D Officer, develops proposals for further improvement of operations, including concepts for new products and services;
- Recommends to the top management any proposed major changes on branch offices or infrastructures, such as relocation, renovation, etc.;
- Leads the effort in locating prospective areas for opening new branches
- Exchanges information with the COO, and other departments and secures an adequate information flow within the branch operations department;
- Proposes to the BOD any changes or enhancements to policies and procedures and updates the branch operations manual
- Ensures that the operations staff receive adequate training; Participates in development/ reviews of curriculum for training of the Credit Officers; Collaborates closely with Training Officer in matters of training both new and in-service operations staff (Credit Officers, Field Office Coordinators and Branch Managers)
- May act as an alternate to the COO in the latter’s absence
- And any other duties that may be assigned by the COO from time to time
