Chemonics seeks candidates for the anticipated USAID Domestic Resource Mobilization activity in Zambia. This five-year activity will help Zambia improve domestic revenue mobilization and expand the fiscal space for public spending and investments in service delivery and poverty reduction. The activity will engage government and non-government stakeholders to build capacity in tax policy analysis, improve tax compliance and administration, and strengthen the tax culture in a manner that facilitates private sector growth and accountability relationships between taxpayers and the Government of Zambia. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Tax Administration Specialist:
- Provide technical leadership on legal, institutional, procedural, regulatory and capacity-building issues that result in demonstrable improvements in tax administration, compliance, and revenue mobilization
- Work with government and non-government stakeholders to expand the tax base and increase tax compliance
- Engage with civil society and the private sector to improve accountability relationships between taxpayers and the government
Tax Policy Specialist:
- Engage with key stakeholders (government, civil society, academia) on tax policy drafting and analysis with the goal of supporting revenue generation
- Provide policy and fiscal reform capacity building to key government and non-government stakeholders
Governance System Strengthening Specialist:
- Establish and maintain partnerships with key stakeholders and local counterparts (government, civil society)
- Provide capacity building to key government and non-government stakeholders in governance strengthening
Qualifications:
- Bachelor’s degree in economics, business, public finance, public administration, law, or related field; Master’s preferred
- Substantial professional experience in tax revenue administration, including extensive experience in technical assistance, capacity building, and tax administration modernization
- Direct experience working with finance ministries, tax and administration agencies, and related institutions
- Demonstrated ability to work in dynamic and unpredictable work environments and achieve development outcomes and business results
- Experience in Zambia or East Africa preferred
- Demonstrated leadership, versatility, and integrity
