OneSight Zambia is an International NGO funded by OneSight (USA) and supports eye care worldwide. In 2016, OneSight Zambia signed a Memorandum of Understanding (MOU) with the Zambian Ministry of Health (MOH) for supporting the Government of the Republic of Zambia (GRZ) with eye care (refraction) services covering all the 10 provinces of Zambia. OneSight’s vision is to have a world where access to vision care is no longer a barrier to human potential and its purpose being fueling people’s potential by helping them see clearly. OneSight works by setting up both charitable (short term) and sustainable (long term) eye clinics in host countries’ hospitals. OneSight Zambia is employing a sustainable model that provides permanent access to affordable and high-quality vision care to Zambians through working with MOH. These locally-led initiatives are long term investments where OneSight provides the technical support, products, and equipment to set up and the government provides personnel and space in the hospitals where eye units are established.

One Sight Zambia is looking for experienced, innovative, motivated, self-starter individuals to fill the following positions:

Monitoring and Evaluation Coordinator

Major duties and responsibilities:

  • Work to ensure that all the eye unit operations are incorporated into the mainstream operational structure of the hospitals and MOH for sustainability after the transition.
  • To deliver as per aligned and phased transition plan for the country, including the implementation and updating of the M and E transition plan
  • Empower key hospital staff to develop, implement and monitor strategies that will deliver all KPI targets and strategies developed for the sustainability model to succeed
  • Transfer skills to the hospital staff to identify and implement marketing and awareness strategies to drive service provision and patient visits to eye units
  • Transfer skills to in-country hospital staff to ensure the transition of duties in a phased manner
  • Build capacity in key hospital staff to understand and ensure adherence to all policies, procedures, and behaviors in the Operations Manual
  • Conduct field visits to the transitioning eye units’ implementation sites according to the transition guidelines
  • Analyze changes in KPI indicator data of eye units that are transitioning and submit transitioning performance reports to document the transitioning path/process.
  • Be alert to developments in MOH in order to advise and recommend tools and strategies that promote alignment to the changes for sustainability
  • Identify strengths and weaknesses in data management in view of the transitioning objective to full ownership by partner (work on compatibility)
  • Provide technical support on M&E and evidence-based recommendations to the entire project team and partners.
  • Oversee the conduct of baseline surveys and any other research studies by outside consultants
  • Participate actively in programme planning process and budgeting of the project
  • Relationship and partnership management with all stakeholders at all levels

Qualifications

  • At least 3 years work experience in project planning processes, performance management, monitoring and evaluation in an NGO or government project environment
  • Degree in social sciences, demography, development studies, statistics, economics or related field or Diploma with over 6 years relevant experience
  • Experience in the development field
  • Health care experience will be an added advantage
  • Understanding of Programme management

Competencies

  • Strong organizational skills; proven skills in critical thinking, assessment and analysis;
  • Excellent knowledge of statistics and research methodology including skills in sampling techniques and use of computer software for statistical and other relevant applications;
  • Excellent communication, team building and training skills with the ability to establish and maintain effective working relations in and outside the organization;
  • Ability to undertake regular field visits and interact with different stakeholders;
  • Computer skills and demonstrated ability in report writing and presentation
  • Being in possession of a driver’s license will be an added advantage
  • Ability to design M&E tools, surveys, surveillance systems, evaluations and facilitation skills to build capacity
