(1) Senior Pediatric and PMTCT Medical Technical Advisor

Job Responsibilities

  • Provide medical technical support to provinces; districts and facilities that are supported by the University of Maryland in areas of HIV care and treatment with particular emphasis to PMTCT/ART/TB/Adolescents/Key Populations
  • Support the National PMTCT program to strengthen PMTCT/ART health systems across the country
  • Participate in Ministry of Health working groups as related to expertise.
  • Serve as a link between the Ministry of Health and the University of Maryland on various supported programs
  • Ensure quality care at the site level by enhancing the capacity of clinical (Medical Officer, Clinical Officer, Nursing) staff as well as social scientists and community staff by building on current skills through on-site mentoring, training and review local challenges and assist sites with problem-solving to address patient needs from a clinical perspective.
  • Participate in advanced training programmes including recognizing and managing antiretroviral drug side effects, identifying and managing of opportunistic infections, PMTCT, TB/HIV co-infection.
  • Provide supported facilities with all the latest information on HIV care, including updates on new National Guidelines.

 

Qualifications:

  • Medical Officer with additional training, including MPH, Master of Science in HIV Medicine or MMED Infectious Disease;
  • Must have extensive knowledge and 5-10 years experience in HIV care and treatment;
  • Experience with USG funding and reporting requirements;
  • Must have prior experience in capacity building, such as planning/facilitating training and providing technical assistance;
  • Familiarity with adult learning principles/techniques and demonstrated ability to design and facilitate learning opportunities for adults;
    • Develop impact and outcomes strategy: determine how the organization measures and evaluates impact on their users, organizations, beneficiaries
    • Strengthen the internal capacity of staff and innovative thinking in new areas of MEPM. Work with existing program faculty and staff in Baltimore and in the field offices to build critical thinking and knowledge of MEPM concepts.
    • Knowledge management: Ensure that existing and new MEPM methods are understood and
      shared across all programs.
    • Plan and execute baseline assessments, mid-term and end of project evaluation for the purpose of rigorously assessing the impact of programs
    • Use generated outcome and impact evidence to inform organizational strategy and design of new programs
    • Drive and synthesize analysis initiatives across program teams and provide regular analyses overviewing relevant program topics and disseminate information to the proper stakeholders
    • Develop monitoring strategy: Implement monitoring systems and design monitoring tools; monitor project activities, outputs, and progress towards anticipated results. Select platform/technologies to capture and organize data
    • Report on the project’s Performance Monitoring Plans (PMP) in collaboration with field program and MEPM Teams.
    • Work with HQ technical leadership to integrate relevant components into MEPM frameworks.
    • Support in the collection and monitoring of all MEPM activities under projects – this includes reviewing data collection tools, supervising and/or conducting reports from field work, conducting data analysis and interpretation of findings.
    • Conduct routine data quality assurance process to maintain adequate quality control in all aspects of MEPM from data collection to results reporting.
    • Review partner’s progress reports in collaboration with program managers and provides feedback to the partners based on their performance.
    • Prepare or support routine reports, abstracts, presentations, brochures, project summary sheets, newsletters and present at conferences or meetings when required.
    • Prepare semi-annual and annual reports, and draft quarterly project reports in close collaboration with project staff.
    • Contribute to quarterly, biannual, and annual tabular and narrative reports.
    • Provide information in response to ad hoc internal and external requests.
    • Communicate MEPM results to internal and external audiences orally and in writing.
    • Develop and update the project’s results plan and follow up on data collection and dissemination of best practices and lessons learned.
    • Lead design of public health evaluations and contribute to methods development for Implementation Science projects
    • Actively participate and contribute to publications in peer reviewed journals and other program briefs and manuscripts
    • Participate in proposal preparation supporting the business development team including planning and writing of Monitoring and Evaluation Performance Measurement PlansDemonstrated the ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.(2) Position Title: Director of Monitoring, Evaluation and Performance Measurement (MEPM)

      Reports to: Country Director Zambia

      Collaborates with: Director of Global Health, Chief of Party, Monitoring and Evaluations Senior Advisor, Quality and Outcomes Improvement Senior Advisor, Program Managers, Principal Investigators

      Position Summary

      Reporting to the Country Director for Zambia, the Director of MEPM will own the impact measurement strategy and execution. At its core, this role is the data-driven voice of program staff documenting successes, challenges, and solutions. The core of program impact measurement work will focus on demonstrating that products/services have resulted in “improved effectiveness, efficiency and public health practice” in Zambia. The last step is then translating this improved performance into impacting population health of communities. This individual’s success hinges on their ability to lead an MEPM strategy that allows the organization to reliably track the impact they’re having on targeted individual professionals, local institutions, and ultimately the beneficiaries of our program interventions. This role will also be highly cross functional, working with education, biosecurity, health care providers, program management, researchers, and business development teams to infuse data and sound quantitative and qualitative performance and evaluation frameworks, conceptual thinking, and data analysis into all decisions.

      PRIMARY DUTIES AND RESPONSIBILITIES

     

    QUALIFICATIONS

    • A Ph.D. or DrPH specializing in Epidemiology, Demographics, or an M&E related field.
    • A minimum of 8 years of experience in monitoring, designing, and implementing programs in health, HIV/AIDS, TB, MCH, or health systems strengthening, with demonstrated supervision experience.
    • Experience in impact and evaluation studies design and execution
    • Experience in monitoring and evaluation including the ability to develop and monitor database systems for data management and routine reporting.
    • A familiarity with US Government Agencies and PEPFAR reporting requirements.
    • Analysis and data management skills as well as demonstrated analytical skills and experience in identifying and evaluating best practices and state-of-the-art approaches to be utilized by public health projects
    • Experience working in global health and in developing countries
    • Experience working with statistical databases (STATA, SAS, SPSS etc.), especially DHIS2
    • Excellent written and oral communication skills in English.
    • Ability to communicate and coordinate effectively with donors, MOH, project partners and to provide technical M&E leadership and represent CIHEB.
    •  Ability to train and develop mid-level M&EPM professionals
