EMPLOYMENT OPPORTUNITIES

The Enhanced Smallholder Agribusiness Promotion Programme is financed by the Government of the Republic of Zambia (GRZ) and the International Fund for Agricultural Development (IFAD).The Lead implementing agency for E-SAPP is the Ministry of Agriculture (MoA).

The MoA will work in close collaboration with other government ministries and the private sector. The programme will be implemented over a period of seven years.

The Programme goal is “to increase the incomes levels, nutrition and food security of rural households involved in market-oriented agriculture”. The Programme Development Objective (PDO) and the central strategy of E-SAPP is “to increase the volume and value of agribusiness outputs sold by smallholder producers”. The Programme has a multiple commodity focus and a nationwide coverage. The selected commodities define the geographic focus of interventions. The Programme will focus primarily on the commodity groups:

(a) Legumes (groundnuts, soybeans. beans and cowpeas);

(b) Small livestock (poultry. goats. sheep and Pigs);

(c) Rice.

To ensure effective implementation of activities, the following positions, to be filled by qualified nationals, have arisen at the Programme Coordination Office (PCO).

INFORMATION AND KNOWLEDGE MANAGEMENT OFFICER

The job holder shall be based in Lusaka and will report to the M&E Manager, who will provide day to day supervision of the post holder.

Specific Responsibilities

  • Support programme annual review, planning and budgeting process;
  • Ensure timely in-putting of data and effective management of programme database and where necessary design auxiliary databases necessary to meet the information needs of the programme; and keep track of documents;
  • Assist in the development of appropriate and sufficient monitoring and reporting tools for the programme;
  • Coordinate collection, compilation, chocking. sorting and analysis of qualitative and quantitative data for on-going field activities according to the reporting guidelines:
  • Conduct regular field visits and provide full feedback to field staff on M&E on the status of interventions;
  • Perform basic to the intermediate level analysis of data and produce draft reports on a monthly. Quarterly, semi-annual and annual basis:
  • Perform analysis of data collected to identify trends, gaps and areas where further investigation is required;
  • Support M&E capacity building activities of field staff through identification of training needs and conduct training for field level staff in basic M&E techniques/procedures, data evaluation methods and use of M&E tools:
  • On a regular basis, undertake an assessment of project implementation progress, identify problems, and bring issues to the attention of PM&E Manager, and responsible technical staff;
  • Under the supervision of the ME Manager; continuously assess performance of the programme reporting and M&E System;
  • Support Knowledge Management (KM) and information dissemination activities of the programme in order to promote shared learning:
  • Ensure timely provision of inputs necessary to update progress Tracking Tables ern and programme Logical Framework on a regular basis to support programme reporting needs; and
  • Carryout any other activities as assigned by the Programme Coordinator.

Qualifications and Experience

  • The job holder must possess a university degree in development studies, information management sciences, business administration, management, international development, agricultural economics or related field;
  • He/she must have at least 5 years of work experience in a similar position. Significant experience of qualitative and quantitative data collection and analysis. Knowledge of and experience with project design, planning, monitoring, evaluation and Results-Based Management (RBM) ; experience of working with an international development organization is highly desirable;
  • He/she must have the ability to write accountability reports; demonstrated experience of developing results frameworks (such as log frames), indicators and M&E tools: experience of providing basic training in M&E
  • He/she must demonstrate advanced working knowledge and skills in MS Office (MS Word. MS Excel and MS Access) and data analysis software such as SPSS is essential.

Competencies

  • Ability to work in both team environments and also independently with minimum supervision vii. Knowledge of work planning and reporting;
  • Excellent analytical skills; and
  • Strong written and oral communication skills in English;
  • Period of Services Appointment will be on the contract following six months on probation fora rolling two year period.
