The Ministry of Health (MOH) with the support of the Centre for Diseases Control and Prevention (CDC) seeks to recruit suitably qualified and experienced person to be appointed as  Cervical Cancer Programme Manager.

Reports to: Assistant Director – Non-Communicable Diseases
Location: Ministry of Health Headquarters

The Project Manager will provide administrative oversight of Cervical Cancer program, including coordination of key activities in existing and planned sites.

Duties and Responsibilities

Program Implementation

  • Manage in conjunction with internal departments and external stakeholders the  implementation of Cervical Cancer program including:
    • Provincial Health Offices
      ICT
    • Laboratory!Pathology
    • Cancer Diseases Hospital
    • National Cancer Registry
    • Procurement and Supplies Unit
  • Work with the PHOS and DHOs in coordinating logistics related to the availability of material resources at existing and planned sites
  • Coordinate start-up and ongoing support for all sites
  • Prepare timely implementation reports

Budget Development &Financial Planning

  • Work closely with the Planning and Policy Directorate to provide programme information necessary for the overall budget development
  • Manage the budget and review and approve project expenses in consultation with Director – HPESD and Assistant Director -NCDs
  • Adjust budget requirements as necessary

Report writing to Donors

  • Ensure collection of data as required by stakeholders
  • Ensure timely reporting asper stakeholder requirements
  • Contribute to quarterly/annual reporting to stakeholder;
    Manage communication with national and international stakeholders through the Director-HPESD
  • Identify and help build strategic alliances nationally and internationally

Strategic Planning

  • Contribute to the implementation of National Cancer Control Strategic Plan
  • Development of concrete implementation plans for Cervical Cancer

Program Monitoring and Evaluation

  • Collaborate with internal and external partners to monitor and evaluate the program
  • Use monitoring and evaluation to recommend and develop improvements to systems operations
  • Collaborate with internal and external partners in the development of M & E tools.

Inventory Management

  • In conjunction with Procurement and Supplies Unit create/maintain appropriate inventory tracking mechanisms and ensure appropriate materials are available to all site (Includes forecasting requirements)
  • Liaise with clinic staff and supervisory staff to ensure appropriate and efficient requisition procedures are in place.

Community Activities

  • Collaborate within the Department of Health Promotions, Environmental Health, and Social
  • Determinants in facilitating implementation of cervical cancer community outreach activities

Other

  • Any other task required for administrative and operational oversight of all aspects of the  Cervical Cancer Project

Professional and Personal Qualifications

  • Master’s degree in public health with a health background
  • Must be a Medical Doctor, Clinical Officer or Nurse
  • At least 2 years’ experience managing health development and/or clinical research programs
  • Conversant with international funding mechanisms
  • Strong communication skills
  • Excellent leadership skills
