Women for Change (WfC) is a Gender-focused Non-Governmental Organisation (NGO) seeks applications from suitably qualified candidates for the position of Monitoring, Evaluation and Learning Officer for the Women Economic Empowerment (WEE) Project in eight districts of Central, Southern, Eastern and Western Provinces in Zambia. The Monitoring, Evaluation and Learning Officer will be expected to work under the supervision of WfC Programme, Monitoring and Evaluation Manager in implementing the WEE Project which is supported by We Effect and funded by the Embassy of Sweden.

Overall Purpose: The Monitoring, Evaluation and Learning Officer will be responsible for the design, coordination and implementation of the monitoring and evaluation, research and learning framework of projects at Women for Change.

The Key roles and responsibilities will be to:

  1. a) Develop the overall framework for project M&E such as annual programme reviews, participatory impact assessments, process monitoring, operations monitoring and lessons-learnt workshops.
  2. b) Participate in the development of annual, quarterly work plans.
    c) Draft tools and their revisions as well as data collection procedures.
    d) Collect data on regular basis to measure achievement against the project performance indicators and targets. Review the quality of existing social and economic data in the project area, the methods of collecting it and the degree to which it will provide good baseline statistics for impact evaluation.
    e) Review activity reports, analyze them with project staff to enhance the quality of reporting as well as for impact evaluation. This will assist in identifying the causes of potential bottlenecks in project implementation where necessary provide advice to WfC project team on improving project performance.
    f) Ensure availability of baseline data for each project component.
    g) Conduct capacity building sessions to support WfC project staff on ways to properly document, organize and capture project performance progress.
    h) Provide monthly, quarterly and annual status reports to the supervisor.
    i) Undertake regular project monitoring visits to ensure the quality and accuracy of data collected.
    j) In collaboration with the Finance and Administration Officer, provide the Management team with management information that they may require.

Minimum Education Qualifications:

  • Bachelor`s degree in Project Management, Development studies, Social Work or other related academic background with a qualification in M&E.
  • Master`s degree in a related field will be an added advantage

Experience:

  • Minimum of two years Monitoring, Evaluation and Learning experience in development organisations. Demonstrable experience working with SPSS, Stata

Knowledge, Skills and Abilities

  • Excellent English Language – written and oral skills
  • Computer literate in Excel, PowerPoint and Ms Word
  • Ability to effectively conduct capacity building
  • Ability to speak local languages
  • Ability to meet deadlines and to produce high-quality reports.
