Carter Centre Zambia is hiring a Program Officer to be based in Lusaka. The position is fixed term though November 2021, with possibility of extension.

Job Description

Under the supervision of the Country Representative (CR) the Program Officer will have the following duties and responsibilities:

Analysis and Writing

  1. a) Provide analysis on women and youth political participation in Zambia as relates to program planning and activities, including in writing, to the CR;
    b) Draft and edit program updates, memorandum, summary analysis and reports; may contribute to donor reports;

Partner Coordination and Sub-grant Management

  1. c) Manage Carter Center local partner sub-grants, working with Finance Associate to ensure all financial, narrative, and other reporting received and in timely manner;
    o Assist with partner sub-grant co-design process
    o Assist in administration of partner civil society organization (CSO) Assessment Tool and related analysis
    o Liaise with partners on narrative and other reporting requirements
  2. d) Meet and consult with program related stakeholders in support of development and implementation of program activities, including for capacity support initiatives;
  3. e) Contribute to development of training and consultation plans and protocols;
  4. f) Coordinate, participate in and implement training workshops and consultations in Lusaka and areas outside of Lusaka;
  • Develop participant list
  • Assist in preparation of curriculum and background materials
  • Assist in note taking and preparing summary of findings
  • Manage relationships with participants
  • Lead training sessions

Monitoring and Evaluation

  1. g) Contribute to monitoring and evaluation of Carter Center project impact, including liaising with local partners on their related work;
  • Includes administering data gathering questionnaires and organizing focus group discussions with participants to assess impact;

Representation and Administration

  1. h) Schedule meetings with stakeholders, attend and take minutes as requested;
    i) Represent the Carter Center at program related events and activities in Zambia;
    j) Performs other duties as required.

Qualifications and Experience

  • Bachelor’s Degree in Gender Studies, Development Studies, or other relevant Social Science
  • 5 years relevant work experience
  • Excellent written and oral English language skills
  • Knowledge of comparative Monitoring and Evaluation methodologies
  • Experience with data collection and analysis
  • Excellent facilitation skills
  • Experience planning and conducting training workshops and seminars
  • Proficiency in Microsoft Office, including Excel, PowerPoint, Outlook and Word
