The Civil Service Commission invites applications from suitably serving qualified Officers’ to fill a vacant position of Assistant Director – Development Coordinator and Regional Planning (L) in the Ministry of National Development Planning.

1.    JOB TITLE                     :           ASSISTANT DIRECTOR – DEVELOPMENT

COORDINATION AND REGIONAL PLANNING

DEPARTMENT               :           NATIONAL DEVELOPMENT PLANNING

POSITION                        :           1 VACANCY

JOB PURPOSE

To manage the coordination and implementation of long and medium term development plans and promote synergies between national, provincial and district levels in order to ensure integrated development planning and implementation

DUTIES AND RESPONSIBILITIES

The Successful Candidate will be reporting to the Director – Development Planning and shall be responsible for:-

(i)     Managing and Co-ordinating effectively, the development, review and implementation of, regional and international development policies, strategies and programmes in order to promote integrated national development;

(ii)   Managing and Co-ordinating effectively, the development, review and implementation of the Regional and Rural Development Plans in order to uplift the socio-economic status of rural areas and other depressed regions;

(iii)Managing and Co-ordinating effectively, the undertaking of development coordination in order to create synergies and ensure harmonized national development planning and implementation processes;

(iv)Managing effectively, the development and maintenance of comprehensive regional development planning systems and database in order to facilitate storage and retrieval of information for evidence based decision making;

(v)   Managing effectively, the undertaking of research on national development planning and implementation in order to generate information for decision making;

(vi)Managing and Coordinating timely, development and implementation of capacity building programmes in MPSAs in development planning and implementation in order impart knowledge and skills and efficient planning and implementation of programmes and projects;

(vii)  Managing timely, preparation and implementation of Sectional and individual work plans in order to guide, monitor and evaluate performance; and

(viii) Managing effectively, the management and utilization of human, financial and other

material resources in order to ensure the attainment of Section’s objectives.

QUALIFICATIONS

The applicant must have:-

(a)    Applicants must be aged thirty (30) years and above;

(b)   (i) Full Grade Twelve (12) / Form 5 School Certificate with a minimum of five (5) ‘O’ Level Credits including English Language and Mathematics.

(ii) Minimum of a Bachelor of Arts in Economics, Development Studies or equivalent

(iii) A Master’s Degree in Economics, Development Studies or relevant field will be an added advantage.

(c)    Minimum of eight (08) years’ experience of which four (03) years should be at management level within the Public Service; and

(d)   Membership with Zambia Institute of Planners.
