Job Description

Job Purpose
The Assistant Operations Manager will responsible for providing operational management and coordination of support activities at the project site in Northern Province (Kasama). This will include managing and coordinating works in Human Resources, Administration, Logistics, and Procurement. Managing relations with government agencies and community leaders.

Summary of Key Responsibilities;

  • Planning and budgeting for day-to-day operational effectiveness in conjunction with the relevant Project Managers.
  • Oversee and manage operational cost, risk, and audit activities.
  • Determine staffing requirements, work assignments, and schedules for new projects.
  • Coordinate with the Operations Manager in different operational issues and promotional activities.
  • Evaluate current operational strategies and recommend improvements.
  • Generate operational reports for management as needed.
  • Support the creation of a work environment conducive to productive performance and job satisfaction.
  • Inventory management for all facility assets.
  • Motor vehicle scheduling and management
  • Supervision and evaluation of service providers’ performance.
  • Work with the maintenance technicians in ensuring good care of all buildings and facilities at the project site.
  • Ensure that client service level agreements are in place with clear KPIs defined (as required on a case by case basis) and that actual performance against the agreed service levels are reported to the client on a frequency as agreed with the relevant client.
  • Ensure that all procedures, policies and company information are maintained to the latest date issued in accordance with the Continuous Quality Improvement Policy.
  • Assist in re-defining the procurement policies and procedures (standard lists, pre-validated quotes, etc.) and this will be done in conjunction with the Supply Chain Manager, as may be required from time to time.
  • Prepare relevant Action Plans to close the gaps and assist them in the drive to compliance.
  • Maintain accountability for POA completion and close-out for all sites under the incumbent’s geographical remit.
  • Ensure that quality systems are in place for all staff to be trained and qualified in the provision of effective and professional support in all relevant scopes of practice.
  • Ensure that all other documentation to support activities is maintained as required by inventory, stock, accounting or administration needs.
  • Ensure all relevant documentation on-site audits and general monthly reporting is maintained across all relevant sites.
  • Assist the HR Manager in interviewing, recruiting, training, performance evaluation, promotion and termination activities.

Required Skills and Competencies

  • Warming personality, empathy, and approachability in his/her interpersonal communication style.
  • Strong organizational skills and good at setting agenda and managing time accordingly
  • Ability to work independently, pay careful attention to detail, and manage multiple tasks in a fast-paced environment
  • Ability to analyze situations and take appropriate action consistent with company policies.
  • Demonstrable track record of working in a cross-cultural environment.
  • A good administrator and logistician with a strong management sense

Qualifications and Experience

  • Degree in Development/Management Studies or relevant field
  • Must have a minimum of 10 years experience in the management of NGO support services or Operations
  • Proven experience in managing operations in development or emergency projects.
  • Must be well vested in developing and facilitating training for support service staff.
  • Ability to communicate technical information in an easy to understand
  • Progressive work experience with an NGO organization or office setting in an administrative/operations position.
  • Experience in managing and leading other staff teams.
  • Excellent English language skills, both written and oral with practical computer skills and competence with Microsoft office environment.
  • Must be fluent in 1-2 Zambian Languages spoken in Northern province (i.e. Bemba & Namwanga)
  • Should be ready to stay and work in Kasama
