The Organization for Public Health Interventions and Development (OPHID), a local trust, works in close collaboration with the Ministry of Health and Child Care towards the national vision of eliminating pediatric HIV and attaining the highest possible level of health and quality of life for all People Living With HIV (PLHIV). The Families and Communities for the Elimination (FACE) of Pediatric HIV program, financially supported by USAID, is implemented by a consortium of four partner organizations led by OPHID Trust as a prime.
OPHID Trust is looking for a suitably qualified and motivated individual to fill a position that has fallen vacant at its Central Office.

Grants and Compliance Manager

Reporting to the Finance and Operations Director

Duties And Responsibilities

  • Support OPHID and the consortium partners to developing and maintain institutional capacity for OPHID and the consortium partners to implement programs in an adequate control environment and in compliance with applicable rules and regulations.
  • Participate in business planning, developing grant budgets and reviewing call for proposals.
  • Develop sub-agreements for the consortium which are compliant with donor, statutory and other applicable rules and regulations.
  • Support the timely development, review and approval of amendments to awards and sub-agreements ensuring adherence to donor and OPHID requirements.
  • Take the lead in monitoring timely grant/contract closure engaging both finance and program staff well in advance of closure deadlines and advising on issues related to staffing disposition and reporting.
  • Evaluate and make recommendations on how to improve the effectiveness and efficiency of governance, risk management and internal control processes.
  • Monitor and review regulatory, legislative and operational changes, and subsequently assist in the development, review and modification of relevant policies and procedures.
  • Review, communicate and monitor the efficiency and effectiveness of business processes and related controls as well as compliance with USAID Rules and Regulations, statutory requirements and other applicable rules and regulations. Provide recommendations on how to rectify any identified issues.
  • Lead the implementation of the OPHID Trust Sub-recipient Management and Monitoring Policy and ensure that action plans are developed to address gaps and identified weaknesses.
  • Support management to ensure timely closure of audit recommendations for OPHID and the consortium partners.
  • Serve as the focal point of contact on grant management and compliance issues for OPHID and sub-grantees.
  • Assist OPHID and the consortium partners to put in place measures to ensure that the board, management and staff are provided with information and training they require in order to understand donor guidelines, compliance issues, statutory requirements and organizational policies and procedures.
  • Support ethics, compliance and anti-fraud awareness initiatives and facilitate sharing of best practices within the consortium in order to ensure effective and efficient utilization of resources.

Qualifications and Experience

  • Bachelor’s Degree with a major in Accounting, and/or any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved such as CIS, ACCA or CIMA.
  • A relevant Master’s Degree is an added advantage.
  • At least five years’ experience in auditing or as a Grants and Compliance Officer of large USAID grants.
  • A detailed knowledge of contracting process and systems is a requirement.
  • Up to date knowledge of USAID rules and regulations and extensive knowledge of the various applicable Zimbabwe laws and regulations is required.

  • Organized, self-driven and ability to work with minimal supervision, with the capacity to prioritize work and multi-task in order to meet deadlines.
  • Ability to document processes and reports.
  • Objective, logical and enquiring mind.
  • Tactful but firm and assertive.
  • Excellent coaching, facilitation and communication skills.
  • Proficiency in MS Word, Excel and Accounting packages.
  • Project management skills are an added advantage.
