JOB TITLE: Programme Coordinator – Markets

JOB PURPOSE: To lead the development, implementation and management of the high quality, effective and impactful Markets Programme in Zambia.

REPORTING LINES: Programme Manager, Agriculture

BUDGET RESPONSIBILITY: As delegated by PM, Agriculture

KEY RESPONSIBILITIES:

Thought Leadership:

  • Working within Oxfam in Zambia’s OCS, and specifically the Agricultural Programme, provide facilitative leadership in this area, develop strategy, help prioritise key activities and issues, identify and coordinate the local to provincial to national interface and provide strategic guidance on how best to achieve long term impact and sustainable change for the economic empowerment of small holder famers.
  • Adopt a “thought leadership” attitude, stay up to date with the latest thinking, undertake/commission organised research and analysis and spend time in reflective consideration to develop a comprehensive understanding of the Agriculture sector in Zambia, how it contributes to poverty and ways of addressing these Anticipate, analyse and make recommendations on complex and diverse policy issues that impact on the Zambia Agricultural Programme and contribute to the process of developing policy positions on various issues in the Agricultural Sector, promoting public debate, producing publications and sharing the learning.
  • Monitor and keep abreast with changes and developments in the national and organisational context and ensure all analysis, information and recommendations relating to policy and programmes are to be specifically informed by the critical consideration of Women’s Rights
  • Promote innovation as an approach to improve our impact, ensuring learning from the global organisation is prioritised, and links with global knowledge management teams like the Women’s Economic Leadership team in Oxford are developed. Specifically, the incumbent will coordinate with Oxfam communities of practice seeking to share learning and receive technical support for the Markets programme in Zambia
  • Lead the development of tools and methodologies for developing, assessing and monitoring markets based programmes and ensure that networks and partners integrate such in their programming processes.

Programme Support and Facilitation:

  • Develop a comprehensive understanding of Oxfam’s partnership approach, including work with coalitions and networks, adopting a strategic, proactive perspective on how to achieve partner led approaches to achieve sustainable change
  • Develop and facilitate links with civil society, the private sector and governments, initiating contacts and building associations that can be used to enhance Oxfam’s work in the Agricultural Sector
  • Assess the availability of support services in the country, developing partnerships with service providers, and influencing the development of appropriate services that suit the needs of smallholder farmers
  • Coordinate and mobilise technical support for the partners working in the Agricultural Sector accompanying them and ensuring high quality of programming.

Partner Capacity Building and Relationship Management

  • Lead and support partners to put women at the centre of our development approach, developing practical ways of achieving this intension.
  • Support partners to build at the centre of the programme approach active citizens and ensure that the development of a movement for change at the grassroots level becomes the back bone of our delivery strategy.
  • Lead the partners to develop non traditional partnerships with private sector by developing an understanding of the motivational factors for such partnerships and seeking to leverage Oxfam’s impact.
  • Support partners to develop links between markets work, poverty and inequality, and private sector engagement, focusing on shifting the attitude of partner staff towards desired impact. This will include needs assessment, capacity building approach and delivery plan including tools and methodologies,performance standards, and evaluation approach
  • Develop and implement a detailed plan for building the capacity of partner organisations, especially in advocacy and lobbying and organisational development.
  • Ensure that partner organisations are fully involved in the assessment and design of the identified support and training required ensuring accountability and empowerment of particularly women SHF
  • Be involved in the design and management of regular assessments and reviews of partner organisations, to ensure that the capacity building programme is delivering agreed results, making necessary adjustments as circumstances change
  • Take leadership in exploring/assessing farmer organisations, identifying models, ways of developing them and providing technical support to partners for the development of such organisations and undertake personal training, coaching and capacity building to partner organisations to develop their own expertise
  • Facilitate regular meetings with partner organisations to ensure that the working relationship between them and Oxfam is positive, open and conducive to the successful achievement of agreed objectives

Program Management and Resource Mobilisation:

  • Participate in relevant fundraising activities, through the development of fundable concepts (at all levels) and by assisting in the development of donor proposals, budget submissions and other necessary activities to secure funding for programme objectives
  • Ensure programme compliance to organisations systems like OPAL, partner engagement procedures, and internal reporting. In doing so, provide regular information, briefings and reports on program activities to donors, and other stakeholders including the people we serve at the grassroots.
  • Manage partner/network relationships, consultants and researchers as required, in accordance with Oxfam policy and procedures
  • Working with the networks, effectively manage allocated budgets

Experience:

  • Proven management experience at a strategic level in a complex, dispersed organisation with evidence of leading, facilitating and integrating a specific area of expertise across a wide network, providing clarity and focus of vision and impact, strategic planning and decision making and the delivery of agreed results
  • Excellent knowledge of the Zambian environment and issues, desirably supported by personal exposure through having worked and lived there
  • Politically astute, with high impact influencing and persuasive skills and personal gravitas to gain respect and build and maintain strong, credible relationships, with internal and external stakeholders at all levels
  • Strong organisational and personal management skills, with ability to prioritise work issues to meet deadlines with minimal supervision and adjust to constantly changing situations while maintaining focus on delivery and follow-through
  • Excellent personal communication skills, in written and verbal English A high level of self-awareness, initiative, sound judgement, personal energy and flexibility

Minimum qualifications:

  • Relevant academic qualifications, preferably in Rural Development/Agriculture or Development Economics
