Department Overview
Pact seeks a Monitoring and Evaluation (M&E) Director for the proposed USAID-funded project entitled STOP GBV II. The purpose of this project is to strengthen the opportunity for girls and women, boys and men, and members of key populations, to live lives free of gender-based violence (GBV) and enjoy health-supportive, gender-equitable relationships.
Position Purpose
The M&E Director will be responsible for designing and implementing systems to ensure appropriate tracking and assessment of all project activities. S/he will have the primary responsibility of reporting on project outputs and outcomes and for ensuring the quality of interventions. H/she will be responsible for all data submissions in accordance with PEPFAR and USAID requirements. S/he provides technical guidance and support to any consortium members or sub-grantees (as applicable) in establishing and implementing their monitoring and evaluation systems for the project. Please note that this position is contingent upon award of funds.
Key Responsibilities
- Develop project-specific monitoring tools in collaboration with relevant departments.
- Support Project staff in developing project results frameworks (input, output, outcome and impact), and develop relevant indicators and targets for result areas.
- Develop high quality quantitative and qualitative methods and participatory methodologies to monitor program quality for performance and results.
- Develop data collation and aggregation tools, and maintain project databases.
- Integrate the use of innovative technologies, data platforms, and GIS mapping for data collection, management, and reporting.
- Review and finalize Monthly, Quarterly and Annual MERL workplans and budgets.
- Oversee the development of donor reports, ensuring that all donor reporting requirements on program impact are met.
- Coordinate the design and implementation of baseline, mid-term and end of project evaluations, surveys, special studies, and other components of the project’s MERL system.
- Liaise with counterparts at international, government, non-government agencies involved in related activities and collaborate in promoting high quality results and complementary efforts
- Supervise project M&E staff
- As applicable, provide one-on-one technical assistance, mentoring and coaching to support partners in: ensuring realistic targets are set for all required and customized indicators, as well as conducting and facilitating MERL training for partners that include basic MERL, data quality management, basic data analysis, and managing evaluations.
Basic Requirements
- A Master’s degree in public health, epidemiology, biostatistics, demography, or related field.
- At least 7 years of experience in establishing/designing M&E systems and tools and managing data-intensive health programs, preferably in USAID-funded programs.
- Minimum five years overseeing donor-funded projects in Monitoring Evaluation and Learning.
- Relevant technical experience related to GBV prevention and post-abuse care.
- Experience with qualitative and quantitative M&E data collection and analysis methods.
- Demonstrated knowledge of and experience with USAID reporting and MER indicators.
- Demonstrated experience in designing and managing operational research and evaluations.
- Experience in program quality management (both services and data quality) improvement systems.
- Demonstrated writing and data presentation skills.
- Demonstrated skills in project design, implementation, and reporting, preferably for USG funded programs.
- Fluency in written/spoken English.
Preferred Qualifications
- Experience in working with mobile health data systems (mHealth) highly desirable.
