Plan International Zambia has programme units in; Central, Luapula, and Eastern Provinces including in Lusaka, where the Country Office is located

Plan is seeking an experienced professional to fill the role of Monitoring & Evaluation Manager for an anticipated USAID/Zambia Stop GBV II Programme. The position is dependent upon USAID award and approval with an anticipated start date of February 2018.

Position Description

The Monitoring and Evaluation Manager will be responsible for leading the design and implementation of the program monitoring and evaluation framework and information system to track delivery against outputs, outcomes and impacts. S/he will lead analysis of data collected for assessment of progress and areas of improvement. S/he will guide reporting processes amongst technical staff and consolidate program reports, promote learning and knowledge sharing of best practices and lessons learnt. S/he will support all the technical staff in M&E functions and will manage any M&E related staff in the program.The Monitoring and Evaluation Manager will report to the Chief of Party Director and will work closely with Plan International staff in the Zambia and USA office.

The Stop GBV II Programme in Zambia, is a cooperative agreement with an expected budget of $25 million over 5-years with an estimated start date of February 2018 if awarded. The program will work to reduce gender-based violence (GBV) and child marriage through working to provide GBV survivor support services, access to justice and through prevention and advocacy work. The programme will engage men and women, boys and girls in order to accomplish its objectives.

Individual Specifications:

  • Possess at least a master’s degree in a relevant field such as mathematics, statistics, public health, or development studies
  • At least 7 years of experience designing and implementing M&E activities for complex development programs in Sub-Saharan Africa
  • A firm command of M&E issues with respect to improvements in quality health services and support programs.
  • Demonstrated ability in management, analysis, and processing of data to inform project planning and M&E.
  • Proven ability to prepare clear, concise reports with graphics; extraordinary attention to detail.
  • Demonstrated knowledge about gender and development, and demonstrated experience and proficiency in monitoring and evaluating programs that mainstream gender.
  • Excellent command of English, with strong verbal and written communication skills
  • Proficiency in Microsoft Office suite, including Word, Excel, and Outlook
