Working in Zambia since 1996, Plan International Zambia’s development and capacity building programmes focus primarily on Education, Health, Water and Sanitation, Economic Security and Youth Empowerment, including Child Protection and Participation. Plan International Zambia has programme units in; Central, Luapula, and Eastern Provinces including in Lusaka, where the Country Office is located.

Position Description

The Finance and Operations Manager will be responsible for overseeing all aspects of financial management, including financial systems implementation, budgeting, expenditure tracking, and financial reporting and accounting for both the prime recipient and any subawards. Additionally, they will oversee project operations including managing and mentoring operations, administrative and logistics staff; supporting human resources and recruiting needs of the project and ensuring project compliance. The Finance & Operation Manager will report to the Chief of Party Director and will work closely with Plan International staff in the Zambia and USA office.

The Stop GBV II Programme in Zambia, is a cooperative agreement with an expected budget of $25 million over 5-years with an estimated start date of February 2018 if awarded. The program will work to reduce gender-based violence (GBV) and child marriage through working to provide GBV survivor support services, access to justice and through prevention and advocacy work. The programme will engage men and women, boys and girls in order to accomplish its objectives.

Individual Specifications:

  • Possess at least a master’s degree in Business, Accounting, Finance or related fields relevant to the responsibilities of the role.
  • At least seven years of experience in financial management for large complex projects, of which at least three years were working on USAID-funded project.
  • Experience managing providing financial or administrative support to USAID-funded programs in sub-Saharan Africa is preferred
  • Demonstrated knowledge of USAID project management, including USAID rules, regulations, and reporting requirements.
  • Ability to work under pressure, as part of a team or independently, and meet deadlines consistently.
  • Excellent command of English, with strong verbal and written communication skills
  • Proficiency in Microsoft Office suite, including Word, Excel, and Outlook.
