TERMS OF REFERENCE: DEVELOPMENT OF A BUSINESS PLAN FOR A GIRLS’ BOARDING HOUSE

1. BACKGROUND OF PLANNED PARENTHOOD ASSOCIATION OF ZAMBIA (PPAZ)

Established in 1972, Planned Parenthood Association of Zambia (PPAZ) is a non-profit and non-governmental organization and it is a member association of the International Planned Parenthood Federation (IPPF). PPAZ envisions a society in which all people in Zambia enjoy equal sexual and reproductive health and rights and have equal access to quality and affordable sexual and reproductive health Information and services. PPAZ’s mission is to advocate for the sexual and reproductive health and rights of women, men, young people, especially the vulnerable, and empowers them to make free and informed reproductive health choices.   PPAZ dedicates itself to the provision of high-quality and sustainable youth-focused sexual and reproductive health services, including family planning, HIV counselling, and testing, treatment of STIs, antenatal and post-natal care, cervical cancer screening, GBV clinical/medical services etc.

The Association is specialized in expanding access and quality of family planning and reproductive health services at the community and district levels through its focus of bringing services closer to communities, while improving the quality of care at health facilities. PPAZ has a  presence in all the provinces of Zambia through its 40 volunteer branches, four Reproductive Health Centers (Choma, Kitwe, Livingstone and Lusaka), and three project offices (Lusaka, Ndola and Samfya). Through this network, PPAZ counts on full time staff including service providers, part-time Health Care Staff, volunteer community-based health workers, and youth peer educators, who promote SRHR at the community, facility, and national levels. The Association’s advocacy work among other things centres around engaging policy makers on issues relating to financing of SRH to ensure access to information, services and availability of SRH commodities. Furthermore, efforts have been directed at engaging traditional, religious and civic leaders to break socio-economic and cultural barriers that inhibit access to SRH, family planning for adolescent girls and women.

2. BACKGROUND OF THE ASSIGNMENT

The Association has established a boarding house for girls pursuing tertiary education in Lusaka’s Jesmondine area.  This venture allows PPAZ to deliver on its core mandate of providing Sexual reproductive health services to adolescents while generate income to support its operations.  With this background, PPAZ intends to establish a business plan which will set forth the necessary strategy, governance structure, operational capacities, potential market, business processes, and tools to track and manage cash flow to ensure functionality and continuity of the social enterprise for the next 5 years.

3. CONTRACT PERIOD

The duration of the contract is anticipated to run for a period of ten (10) days from the consultancy award date.

4. CONSULTANCY PRICE

Interested consultants are required to quote a bid price inclusive of all taxes. The bid price should be a lump sum figure spelled out in Zambian Kwacha.

5. SCOPE OF WORK FOR THE CONSULTANCY

  • Task 1: Inception meeting

The consultant shall participate in an inception meeting with relevant PPAZ staff to finalize the timelines for the proposed Scope of Work to confirm understanding of the sequence and dependencies.

  • Task 2: Review of Background Information

Consultant shall review existing documents related to the project.

  • Task 3: Develop Proposed Business Plan

Using input from key PPAZ staff and other relevant information, the consultant will create the proposed business plan which will consider these aspects:

a. The financial projections for the enterprise covering the following aspects:

  • Existing and potential funding/income streams of the project.
  • Projected expenditure (capital and operating).
  • Identification of funding requirements over the projected period
  • Key performance indicators for the project
  • Sensitivity analysis
  • Risk analysis

b. Description of the range of activities PPAZ will undertake to expand the enterprise and how they would roll out for the next 5 years.

c. Proposed governance structure

d. Relevant staffing considerations

Task 4: Solicit feedback on the Business Plan

The consultant shall present the draft business plan to relevant PPAZ staff to obtain feedback to ensure it responds to the needs of the Association.

Task 5: Finalization and submission of the Business Plan

The consultant shall make final refinements to the business plan based on the feedback from relevant staff and stakeholders and submit a final Business Plan to PPAZ senior management.

6. PAYMENT MILESTONES

Description

7. Qualifications and expertise required

The Consultant shall have the following qualifications and expertise:

  • Relevant university degree in business administration, business management, organizational development, or related field.
  • At least 5 years’ experience in providing business consultancy for private companies and business associations
  • Experience of undertaking similar assignments is an advantage.
  • Work experience and in-depth knowledge of the hospitality industry in Zambia is an advantage

8. Competencies required

The Consultant shall have the following competencies:

  • Ability to offer concrete options/ ideas to address and meet the needs of the client.
  • Excellent command of oral and written English
  • Excellent organizational skills and timeliness in the submission of the deliverables.
  • Excellent coordination and communication skills and readiness to relevant staff updated and consulted on the progress and challenges encountered
  • Flexible to accommodate certain changes to the timeline and methodology

(3) Technical and Financial Proposal, demonstrating the understanding of subject matter and outlining the proposed methodology, timeline, and budget (shall not exceed 8 pages in total).

(4) Documents that demonstrate the candidate’s business consultancy capacity or sample documents of similar assignments undertaken by the candidate previously.
