Job Description

Position: Policy Analyst and Voice Coordinator

Location: Lusaka, Zambia

Reports to: Programmes Manager

The Zambia National Education Coalition (ZANEC) is a Coalition of 81 non-state actors working in the Education and Skills Sector mainly focusing on research, advocacy, social accountability, and member capacity building. Our mission is to serve as a Coalition of education organizations promoting quality and inclusive education for all through research, influencing education policy, and building capacities of education CSOs.

Job Purpose

The purpose of this position is to facilitate ZANEC’s evidence-based advocacy for the promotion of access to quality education in Zambia.

Principal Duties and Responsibilities

  • Facilitate timely policy analysis and research on key policy, legal and programme areas that need ZANEC’s advocacy attention.
  • Prepare well-informed policy briefs on Education and Skills development issues.
  • Coordinate the designing, planning and delivery of ZANEC’s advocacy interventions.
  • Keep abreast with current trends and developments in the education and skills sector and any other related development issues.
  • Monitor the adherence to agreed international frameworks and agreements and national education and skills plans for quality education service delivery by duty bearers and other stakeholders.
  • Develop and maintain database for ZANEC’s research information and other relevant advocacy work.
  • Document ZANEC’s best practice pertaining to the Coalition’s evidence based advocacy initiatives in liaison with other relevant ZANEC staff.
  • Participate in cross programme or intra-programme teams to ensure informed policy advocacy work by ZANEC.
  • Prepare monthly, quarterly and annual reports as need arises in order to meet contractual obligations to cooperating partners.
  • Participate in the preparation of organizational operational plans, budgets and proposals for fundraising.
  • Perform any other duties as assigned by the supervisor.

Key Accountabilities

  • Timely policy analysis and research to inform ZANEC’s advocacy
  • Facilitate the functioning of ZANEC’s advocacy voice in the education and skills development sector
  • Coordinate the documentation, publication and communication of ZANEC positions to stakeholders

Required attributes

  • Degree in Education, communication, political science, public policy, research or equivalent preferably in the social sciences.
  • Experience in policy engagement initiatives and ability to lobby for policy change.
  • Experience of working in the NGO sector for a minimum of five (5) years.
  • Experience and ability to prepare policy briefs.
  • Knowledge of the current issues and developments in the education sector in general.
  • Advanced proposal and report writing skills
  • Excellent communication skills including ICT and negotiation skills
