Local Impact Overview

The five-year (2020-2025) USAID Local Impact Governance Activity (Local Impact) is helping Zambia build up a sub-national system of governance for devolved service delivery more responsive to citizen needs. The program is engaging national and sub-national authorities to expand the capabilities of district-level governance bodies to deliver sustainable development outcomes, increase effective citizen and private-sector involvement in development planning and monitoring, and improve public financial management and domestic revenue generation (through property rates, local fees and charges from licenses, levies, permits, and other local sources).

The activity has three objectives:

  • Objective 1: Citizens improve their collective skills to effectively assess service-delivery needs and performance and constructively engage with the government.
  • Objective 2: The sub-national governance system becomes more responsive to citizen needs, generates, and accountably expends revenue, and improves service-delivery outcomes.
  • Objective 3: The program generates learning and facilitates problem-solving that supports the development of an effective, financially viable sub-national governance system for devolved services, capable of being scaled up throughout Zambia.

Political Economy Analysis

Local Impact seeks a more thorough understanding of the context in which current governance and public finance management practices impact the quality of service delivery at the national, provincial, and district levels. To accomplish this, Local Impact seeks to engage a small team of experts, with experience in qualitative and quantitative research, to conduct baseline PEAs at the national level, and in a total of 18 districts in two provinces to be determined.

The consultant should have familiarity in one or more of the following areas:

  • Governance/public administration;
  • Public finance management; and/or
  • Citizen engagement and service delivery at the provincial and district levels.

The specific PEA framework and research questions are under development for each PEA, but in general, the PEA will follow USAID Guidelines (https://www.usaid.gov/documents/1866/thinking-and-working-politically-through-applied-political-economy-analysis).

Tasks

  • Lead and/or participate in
    • PEA framework development and training sessions;
    • Key informant interviews with service delivery stakeholders from government offices, elected councils, civil society organizations (CSOs), and private sector entities at the national and subnational levels;
    • Analyzing data and writing reports based on the desk and field research conducted, guided by the PEA framework and research questions;
  • Collect primary source data and conduct secondary source, desk research;
  • Identify key stakeholders and their contacts, based on the specific research questions to be determined;
  • Conduct key stakeholder meetings (individual, or possibly small focus groups), and manage schedule at the national and sub-national levels;
  • Manage logistical arrangements for field research in Lusaka, and in two provinces;
  • Document all meetings with detailed notes; and
  • Organize data collected and provide analyses as needed.

Requirements/Qualifications

  • Bachelor’s degree in Political Science, Law, Development Studies, Public Policy or another related field (Master’s Degree preferred);
  • Residence in, or experience working and at, the provincial/district level;
  • Minimum 8 years of experience working on governance and/or public financial management related issues;
  • Demonstrated experience working on qualitative, contextual research activities (quantitative experience a plus);
  • Familiarity with counterparts at province/district level and understanding of local governance issues related to public financial management, budgeting, and resource allocation;
  • Evidence of strong research, analysis, and writing skills;
  • Experience with USAID or other donor-funded projects preferred;
  • Legally resident in Zambia; and
  • Fluency in English.
