JOB TITLE: Director, Financial Management and Operations
REPORTING TO: Chief of Party
STARTING SALARY: Depends on qualifications and experience
LOCATION: Lusaka, Zambia
ASSIGNMENT LENGTH: Two years, depending on funding
JOB DESCRIPTION:
The Director, Financial Management and Operations will work closely with the Chief of Party to ensure the smooth development, implementation, and monitoring of a USAID funded project to provide comprehensive HIV prevention, care, and treatment services to key populations in targeted provinces of Zambia. The Director, Financial Management and Operations will focus on the managerial and operational aspects of this initiative, including preparation of technical and financial reports; oversight of financial management and systems that adhere to USAID’s and the Population Council’s requirements; personnel and recruitment matters; and oversight of sub-award administration. The Director, Financial Management and Operations will work closely with project partners to ensure their appropriate resource allocation to the various project initiatives. This position is contingent upon award of the grant.
RESPONSIBILITIES
  • Duties include:
  • Ensuring excellent financial management of this project by providing support and supervision to project finance staff to:
    • Adhere to defined budget allocations and discuss actual or proposed changes with the project leadership team.
    • Follow established Population Council procedures for financial management and accounting.
    • Develop and submit accurate and timely financial reports to the Population Council and USAID.
  • Ensuring that the project’s financial management system adheres to USAID’s policies and procedures.
  • Managing operational aspects of the project, including compliance with Population Council and donor policies and procedures in areas such as human resources, procurement, travel, and information technology, through supervising and managing project staff.
  • Collaborating with the Chief of Party and technical staff to develop and submit annual work plans and budgets, technical and financial reports, and other program and dissemination documents as required.
  • Travelling as needed, to work with project staff on financial and operational aspects of the project, including financial management and reporting on country level activities.
  • Coordinating work plans and budgeting among partners.
  • Overseeing a cohesive team to ensure smooth project operations and fiscal accountability, including finance and administrative staff.
QUALIFICATIONS
  • Master’s Degree in Business Administration, Finance, Accounting or other relevant field; or, a Bachelor’s or certified accounting degree with 10 years’ experience.
  • Minimum eight years’ experience in accounting, operations and financial management of large-scale, complex, international development assistance programs.
  • Demonstrated supervisory experience, interpersonal skills and team building experience.
  • Familiarity with USG financial reporting and compliance requirements.
  • Demonstrated experience and skills in developing and managing large budgets.
  • Three to five years of relevant grants and contract management experience.
  • Excellent English language writing and speaking ability.
  • Excellent organizational and interpersonal skills.
  • Ability to handle a heavy workload with competing priorities and work independently with minimal supervision as part of a team
