PROCUREMENT & LOGISTICS ASSOCIATE

In the last several years, remarkable progress has been made in fighting Malaria worldwide. Advancements in prevention and treatment have resulted in marked reductions in illness and death. Eliminating malaria is achievable using existing tools and a focused strategy, and the Malaria Control and Elimination Partnership in Africa (MACEPA II), a program at PATH, is working with its national partners to chart the forward through the development of an evidence-based framework to guide countries through a comprehensive set of program interventions to elimination.

As part of MACEPA II’s support to the Government of Zambia’s Ministry of Health for malaria control and elimination activities, we are seeking a Procurement and Logistics Associate who will assist the Project Planning and Logistics Officer in the preparation and execution of local procurement including venue bookings for meetings, workshops and trainings, assist in getting quotations from suppliers and facilitate quotation analysis, review, update, and maintain purchase order records until they are closed . The Procurement and Logistics Associate will report to the Logistics and Planning Officer and will be based in Lusaka Zambia.

Specific duties and Responsibilities:

Procurement:

  • Assist the Project Planning and Logistics Officer in the preparation and execution of local procurement including venue bookings for meetings, workshops and trainings
  • Assist in getting quotations from suppliers and facilitate quotation analysis
  • Get appropriate review and approval before issuing purchase orders
  • Transmit and prioritize approved purchase orders and supporting documents to suppliers
  • Review, update, and maintain purchase order records until they are closed
  • Track deliveries and make sure the project receives exactly what was ordered from suppliers
  • Maintain an updated Vendors Register at all times and manage inventory
  • Enter all the goods received in the Inventory Register
  • Assist departments with specification development and also sit on the Procurement Committee.
  • Address unauthorized purchases. Convey decisions both verbally and in writing referencing law and policies

Logistics:

  • Assist domestic and international travel arrangements for staff and visitors
  • Maintain the monthly travel logging sheet for the project staff
  • Monitor vehicle maintenance records, log sheets and vehicle track system
  • Maintain fuel reconciliation

Required Skills

  • Must be a self-starter, self-motivated with the ability to communicate at all levels
  • Computer literate (especially MS Office and MS Outlook)
  • Good communication skills, independent worker and team player
  • Work experience in an NGO environment will be an added advantage

Required Experience

Minimum of Advanced Diploma in Purchasing and Supply from a recognized institution of learning, at least 3 years of work experience in procurement and supply in a fast paced environment, preferably a member of Zambia Institute of Purchasing and Supply (ZIPS), Procurement experience from a USAID funded project an added advantage, strong experience in freight forwarding, customs clearance, and logistics, forecasting, and in-country distribution, experience in procurement under donor-funded projects.
