John Snow, Inc. (JSI) seeks highly qualified and accomplished public health leaders and providers for the recently awarded United States Agency for International Development (USAID)/PEPFAR-funded Supporting an AIDS-Free Era (SAFE) Project in Zambia. The five year project which will be led by JSI in partnership with Abt Associates,mothers2mothers, and the Catholic Medical Mission Board, will work to reduce HIV mortality, morbidity and transmission, while improving nutrition outcomes and family planning integration in three provinces: Central, Copperbelt, and North-Western. USAID/PEPFAR SAFE will work with the GRZ, private sector and civil society institutions at the national, provincial, and district level to increase access to ART for HIV positive adults and children, reduce the incidence of new infections, improve Nutritional Assessment, Counseling and Services (NACS) and family planning services, and increase the capacity of local health institutions to better serve affected populations.

Job Summary

The Procurement Manager is a full-time position based in the Lusaka office. S/he will be responsible for logistics and procurement of supplies, equipment, and services to support project implementation. S/he will report directly to the Deputy Director of Finance and Operations.

Primary Responsibilities and Duties:

  • Lead the process to establish procurement contracts with local equipment and supplies vendors, coordinating proposals and negotiations, and ensuring all documentation is in place;
  • Work with the provincial staff and head office staff to ensure that all purchases are dutifully approved, prior to issuing purchase orders to suppliers and that the procurement is within the approved procurement plan;
  • Maintain auditable records for all locally procured items and supporting documentation such as: RFPS, RFQS, bid evaluations, purchase orders, invoices, quality assurance documentation, and proof of delivery;
  • Establish a network of and relationship with essential vendors e.g. printers, training venues, travel agents and our cooperating partner organizations;In collaboration with the accounts and administrative team; ensure that all training supplies (stationery, equipment etc) are available in a timely manner for all training activities;Ensure all purchase orders are raised in compliance with JSI policies;
  • Prepare monthly and quarterly procurement progress reports for the management team.
  • Work with JSI admin staff at provincial offices and head office on how to pre-qualify vendors for some procurements (e.g. quotes from hotels valid for 3 to 6 months);
  • Work with staff on procurement guidelines, ensuring that staff develop the capacity to follow all applicable procurement rules correctly;
  • Prepare the annual procurement plan for goods and services for head office and provincial offices.
  • Provide monthly cash flow needs for local procurement to ensure timely payment of local suppliers; and
  • Other related duties as assigned.

Desired Qualifications:

  • Minimum five years professional experience in procurement of equipment and consumables essential. Experience with procuring medicines, medical equipment, laboratory reagents and consumables strongly preferred;
  • Fluency in English essential;
  • Strong initiative and self-motivation required, with a commitment to teamwork;
  • Experience with USAID regulations that govern USAID-funded procurement preferred;
  • Able to work independently with minimal supervision;
  • Strong representational and interpersonal skills;
  • Paying attention to detail is an essential advantage
  • Sound judgment, ability to identify and resolve policy and operational constraints; and
  • Strong sense of integrity and ethical beliefs.
