Programme Officer:Keepers Zambia Foundation (KZF)


Keepers Zambia Foundation (KZF) is a not-for-profit Zambian Non-Governmental Organisation (NGO) established n 1996. KZF focuses on improving livelihoods of disadvantaged rural and pen — urban based households and communities KZF has partnered with the United States African Development Foundation (USADF) in the implementation of a Power Africa program designed to support oft-grid energy solutions for undeserved areas In Zambia.

KZF now invites applications from suitably qualified Zambian citizens to fill the vacant position of Program Officer (PO) to be based at its head office in Lusaka.

Job Purpose

The PO will have overall responsibility of the program in Zambia to ensure successful outcomes for Power Atflca projects supported by USADF.

Main Responsibilities

  • Conduct due diligence site visits with USADF Off-Grid Energy Challenge finalists, induding providing reference checks;
  • Conduct detailed cost verification exercises of potential grantees, induding determining cost reasonability;
  • Assist grantees during implementation of Power Africa projects by providing business management and technical support;
  • Ensure projects are on schedule by conducting quarterly reviews of the USADF Power Africa portfolio of projects;
  • Assist grantees with importation of equipment as needed;
  • Verity the completion of milestones by grantees, including reviewing reports;
  • Assist grantees to ensure the accurate and timely submission of their disbursement requests and performance reports;
  • Conduct monitoring visits on a regular basis to asses project implementation progress;
  • Assist the grantees In their reporting of performance indicators during project Implementation and after completion of project;
  • Help prepare grantees for audits by both internal and external auditors; and
  • Review grantees’ performance and activity reports to assess progress against implementation plans and performance targets.

Qualification and Experience

  • University degree in business administration, economics, engineering, finance, community development or other relevant areas of development preferably at the master’s level; an MBA, or a high-level academic training in analysis and planning activities of rural SMEs work be an asset;
  • Five (5) or more years of professional experience n program management, monitoring, evaluation and financial analysis, particularly related to small business development ideally in the renewable/off-grid energy sector;
  • Experience conducting due diligence site visits of potential grantees and conducting detailed cost verification of proposed budgets to determine cost reasonability according to market rates;
  • Demonstrated experience in developing, designing and implementing business development projects, including knowledge of the opportunities and challenges in Zambia;
  • Strong interpersonal skills and ability to work collaboratively to impart effective skills and services to a broad spectrum of colleagues and grantees;
  • Strong computer and writing skills, including Excel and Word, and ability to produce and review reports in born formats; experience in using computer models for financial analysis is appreciated;
  • Availability to travel frequently to rural areas and other parts of the country;
  • Fluency in English and ideally with proficiency in at least one or more other local language(s). Experience in the Zambian off-grid renewable energy sector is highly desirable.
