Reporting to the Program Director, the Program Manager—DHAPP Program—provides high-level support to the quality implementation of the PCI Zambia DHAPP Comprehensive HIV Prevention, Care and Support Program and integrated Laboratory and Supply Chain Management Strengthening Program. This will include donor relations, representation, back-stopping, program management, and providing technical guidance.Essential Duties And Responsibilities

  • Provide oversight of the program’s overall financial and administrative operations in accordance with the Cooperative Agreement including budgeting and budget tracking, procurements, and other obligations
  • Provide support to the Program Director including preparing work plans, reports, presentations, and other requests
  • Represent the program in-country as requested by the Program Director including participating in country operational planning meetings, semi-annual and annual progress report planning meetings, Zambia Defence Force (ZDF) partner meetings and other partners, technical working groups and donor meetings and events as requested
  • Monitor progress against targets and liaise with the Program Director and Monitoring and Evaluation Manager to identify appropriate action where necessary to realize project commitments
  • Supervise program staff and mentor and coach program staff as agreed with the Program Director
  • Provide programmatic expertise for potential partner collaborations or new plus-up funding opportunities channeled through the DHAPP program
  • Support the Program Director and work closely with technical officers on developing and updating standard operating procedures (SOPs)
  • Lead and coordinate the documentation and sharing of program promising and best practices
  • Participate in monitoring and site improvement management system (SIMS) tours
  • Lead and coordinate protocol compliance issues and preparation of correspondence between PCI and ZDF
  • Serve as Acting Program Director when needed
  • Any other duties as assigned

Required Qualifications

  • Minimum Advanced Diploma in Clinical Medicine/Medical Licentiate. Bachelor’s degree in Clinical Medicine or Public Health will be an added advantage
  • At least 5 years’ experience in project management; experience in grant management strongly preferred
  • Experience with PEPFAR funded HIV/AIDS and related projects
  • Proven ability to develop and monitor work plans and budgets
  • Experience in writing reports, proposals and donor documents
  • Ability to handle multiple tasks efficiently and to work with a diverse staff
  • Proven written and oral communication and presentation skills
  • Proficient use of Microsoft Office package, specifically Word, Excel, and PowerPoint
  • Must be self-reliant, resourceful, good problem-solver, good humored, and flexible
