Action Africa Help International (AAH-I) is a regional African – led non-governmental organization that supports livelihood – challenged communities in East and Southern Africa to sustainably improve their well – being and standard of living. With Country Programs in South Sudan, Uganda, Zambia, Somalia, and Kenya, AAH-I has over 20 years ‘experience working with communities in conflict and post –conflict situations.

Action Africa Help Zambia (AAHZ) has partnered with the United Nations High Commissioner for Refugees (UNHCR) and the World Food Programme (WFP) to support refugees and former refugees in Zambia.

As part of that effort, AAHZ is seeking to recruit well qualified, experienced and innovative individuals to fill the following positions tenable at Makeni in Lusaka, as well Mantapala and Meheba Refugee Settlements, in Nchelenge and Kalumbila districts, respectively:

1.0 Project Manager x 1

Programme Financing Partner: WFP
Term: Fixed Contract (January to December 2021)
Reports to: Head of Programmes/Country Director
Location: Mantapala, Nchelenge

1.1 Job Purpose

To oversee the implementation of the switch from food handouts to Cash Based Transactions (CBT) for the refugees in Mantapala Refugee Settlement, in collaboration with the WFP.

1.2 Key Responsibilities

Responsibilities will include, but not necessarily be limited, to the following:

1.2.1 Programme Development and Implementation

  • Ensuring that services are delivered in accordance with the AAH/UNHCR/WFP tripartite’ s agreement requirements
  • Planning and designing the programme, and proactively monitoring its progress, resolving issues and initiating appropriate corrective actions
  • Defining the programme’s governance arrangements
  • Implementing and managing changes and interventions to ensure project goals are achieved
  • Representing the organization at cluster/coordination/working Group meetings, whether in the Mantapala Refugee Settlement or outside
  • Meeting with stakeholders to make communication easy and transparent regarding project issues and decisions on services
  • Ensuring goals are met in areas including customer satisfaction, safety, quality and team member performance Regularly monitoring the progress of protection activities against project plans and timelines
  • Ensure sound financial management and expenditure tracking, and the preparation, delivery and filing of agreed financial documentation
  • Providing inputs for the review of AAH SOPs and other work processes and identify gaps and challenges and make recommendations for improvements
  • Contributing to continual improvements in AAH protection programming and ways of working, through identification and communication of challenges, gaps, recommendations for improvements and lessons learnt (what works well, what does not)
  • Identifying training needs and planning training programmes to ensure that all staff on the Managing the programme’s budget
  • Prepare timely and high quality programme and donor reports on project activities in compliance with AAH/UNHCR/WFP tripartite agreement
  • Ensuring that programme implementation staff are well versed and are effectively applying organizational policies and practices that result in successful financial and programmatic audit scores.

1.2.2 Monitoring & Evaluation and Learning

  • Liaising with the Investment/M&E Officer in coming up with frameworks that outline the objectives, inputs, outputs and outcomes of the project activities in Mantapala
  • Supporting and undertaking program monitoring and evaluation activities, including regular activity monitoring, documentation of case studies, best practices and lessons learned, as agreed with line manager
  • Identifying and analyzing programme/project risks, and initiating necessary interventions
  • Ensuring action planning and execution to resolve audit and evaluation findings and recommendations in a conclusive and timely manner
  • Promoting learning by ensuring information that is gathered during the project implementation is used for accountability and to inform future activities, or modify implementation approach

1.2.3 Humanitarian Response Management

  • Working with the Humanitarian Team Leader to ensure office organizational readiness to respond to emergencies in accordance with the WFP and best humanitarian practice approaches and principles
  • Coordinating appropriate and timely responses at scale to all emergencies in close cooperation with incoming surge teams as may be necessary
  • Ensuring that all staff under him/her are familiar with and adhere to the tripartite AAH/UNHCR/WFP agreement SOPs
  • In coordination with other AAH members of staff and other implementing partners, maintains consistent and coherent engagement in key inter-agency emergency preparedness and response coordination mechanisms including the Cluster system

1.2.4 Information Management

  • Ensuring the application and compliance with the information management system which is in place in the area of deployment
  • Ensuring that there is accountability and proper record keeping of programme activities in accordance with donor requirements

1.3 Minimum Requirements

  • Bachelor’s degree in Project Management, Business Management, or any other related field
  • At least 3 years’ experience of working with an NGO, or similar environment
  • Knowledge about WFP working protocols and culture is an added advantage
  • Knowledge in Care Group modeling
  • Technical knowledge of Savings Group

1.4 Skills and Attributes Needed

  • Experience in Grant Management and quality programming
  • Proven stakeholder engagement and management skills
  • Excellent interpersonal and communications skills
  • Proven experience in managing a team (i.e. team builder and player)
  • Strong analytical and strategic planning skills
  • Strong written and verbal communication skills
  • Good knowledge of budgeting and resource allocation procedures
  • Ability to find ways of solving or pre-empting problems
