Project Manager Wanted at SADC Zambia – Closing Date 16 December 2016


1.0 BACKGROUND
1.1. The Southern African Development Community (SADC) has fifteen Member States with a population of approximately 292 million and a combined GDP of USD 686.2 billion (2013). The overall objective of SADC is to achieve development and economic growth, which is to be attained through increased regional integration, built on democratic principles and equitable and sustainable development. In line with this aspiration, the SADC Standby Force was established by the SADC Summit in line with Article 3 of the Memorandum of Understanding (MoU) establishing the SADC Standby Force (SADC SF) signed on 17th of August 2007 in Lusaka, Zambia.
1.2.The SADC SF is one of the building blocks of the African Standby Force (ASF) of the African Union, whose purpose is to provide the African Union with capabilities to respond to conflicts through the deployment of peacekeeping forces and to undertake interventions pursuant to Article 4(h) and (i) of the Constitutive Act.
2.0      ESTABLISHMENT OF THE SADC REGIONAL LOGISTICS DEPOT
2.1.     On the basis of the afore-stated, SADC intends to establish Standby Force (SF) Regional Logistics Depot (RLD) in the Republic of Botswana.
2.3.     The RLD is expected to hold general purpose equipment for the police, military and civilian components.
3.0      POSITION: PROJECT MANAGER OF THE SADC RLD
3.1. Key result areas, amongst others:
(i) Design of building structures;
(ii) Design of water provision infrastructure;
(iii) Design of access roads;
(iv) Design of waste handling facility;
(v) Monitoring and addressing the interruption of green corridor;
(vi) Monitoring and addressing the loss of biomass/vegetation;
(vii) Ensuring that soil erosion and pollution risks potentially arising from the RLD are properly mitigated;
(viii) Ensuring that pollution risks to groundwater potentially arising from the RLD are properly mitigated;
(ix) Ensuring that waste management challenges potentially arising from the RLD, inclusive of but not limited to general waste, human waste, hazardous waste etc are properly mitigated;
(x) Ensuring the effective mitigation of air (dust) pollution and/or any other forms of pollution potentially arising from the RLD are properly mitigated;
(xi) Ensuring effective electricity consumption and conservation at and for the RLD;
(xii) Ensuring effective water consumption and conservation at and for the RLD;
(xiii) Ensuring effective management of socio-economic impacts potentially arising from the RLD.
4.0 QUALIFICATIONS AND EXPERIENCE
4.1  A minimum of a university degree (or equivalent diploma) of at least four years in the relevant engineering and construction disciplines (e.g. Civil Engineering, Management, Monitoring & Evaluation or a related field) of at least eight years above the general and specific professional experience highlighted below:
(i) At least 10 years of demonstrated professional experience in the field of civil engineering, construction works or other related fields;
(ii) At least five (5) years’ experience working in the Sub-Saharan African context, with particular focus on the SADC region, particularly in project management, including construction works and related projects is required;
(iii) Military Logistics training and work experience is most desirable;
(iv) Prior work in military logistics and/or construction/engineering with international/continental/regional organizations such as the UN, African Union, and/or other regional economic communities or mechanisms an added advantage;
(v) Fluency in spoken and written English required;
(vi)COMPUTER literacy with good working knowledge of basic computer applications, including Microsoft Office, etc required; working knowledge of other electronic construction/engineering models is an added advantage; and
(vii) Report writing and presentation skills are required.
4.2 Other requirements:
(i) Sound knowledge of regional cooperation, with particular focus on the nature and functioning of Regional Economic Communities;
(ii) Additional working knowledge in any other of the more of the SADC Official languages – French or Portuguese) will be an added advantage;
(iii) Ability to work as a member of a team;
(iv) Experience in supervising project staff in a multinational social environment will be an added advantage; and
(v) Ability to deliver on set goals according to pledged timelines is essential.
5.0      TENURE OF APPOINTMENT
The assignment is projected to end on 30th June 2019, depending on resourceAVAILABILITY and construction speed.
6.0      REMUNERATION
The Project Manager for the SADC RLD shall receive an average package of
US$ 81,650 per annum at Job Grade 4.
