Cities and Infrastructure for Growth Zambia

Position: Project Preparation and Finance Expert
Location: Lusaka/Livingstone, Zambia; Home-based
Start Date: January 2021
Contract Duration: 20 days input (part-time from January to May 2021)

Note: This position involves short-term travel to Lusaka, Zambia. Due to the Covid-19 pandemic, all travel will be conducted in line with relevant government regulations, Cowater/CIGZambia policies and World Health Organisation (WHO) guidance.

About Cities and Infrastructure for Growth Zambia (CIGZambia)

CIGZambia is a facility programme that provides high-quality independent technical advice and assistance to Zambian government bodies and private sector organisations engaged in projects/programmes that help harness the potential of Zambia’s cities and towns to act as drivers for economic growth and job creation. CIGZambia is funded by the UK’s Foreign, Commonwealth and Development Office (FCDO).

The overall programme objectives are:

  • increasing urban productivity;
  • improving inclusive access to urban economic infrastructure services;
  • increasing investment into urban economic infrastructure services; and,
  • enhancing national and regional integration between cities.

About the Role

CIGZambia is working with Destination Livingstone, a partnership made up of public and private sector stakeholders with the objective to improve the tourism offer of Livingstone. Livingstone City Council (LCC) and the Zambian Revenue Authority (ZRA) are members of Destination Livingstone along with business owners and civil society groups.

By increasing the local tourism offer Destination Livingstone hopes to attract more people (including domestic visitors) to visit Livingstone, to spend longer there when they do and to explore the city itself as well as the waterfront. This, in turn, will help grow the tourism sector resulting in new jobs and income-generating opportunities for local people.

CIGZambia is supporting Destination Livingstone by providing technical assistance in infrastructure improvement. Our work will consist of pre feasibility and feasibility studies as well as detailed assessments of financing needs and opportunities.

Project Responsibilities

The Project Preparation and Finance Expert will be responsible for:

1. Scoping component:

  • Carry out an initial option mapping exercise to review and assess the availability and requirements of local, regional and international financing solutions/funds and make recommendations as to which should be targeted for infrastructure development in Livingstone.
  • Support the development of a budget for a Collaborative Management Partnerships (CMPs) and Public-Private Partnerships (PPPs) proposal for the Victoria Falls World Heritage Site and the historic centre. The details of support will be defined during the scoping stage but could include assessment of costs and potential revenues available to a potential developer, legal advice on PPP requirements and business model preparation.

2. Historic urban centre Local Area Plan and Border Crossing Studies:

  • Based on findings from the scoping component the Project Preparation and Finance Expert will work with the Project Lead and team to develop a proposed financing model for implementing this plan. This may include:
    o Identify and progress local, regional and international financing solutions to support infrastructure improvements;
    o Review local/private sector financing options for border infrastructure i.e. local hotels, banks, mobile operators etc.;
    o Review of international funding sources for the proposed CMPs/PPPs to manage the heritage sites;
    o Review of sources of funding for Livingstone City Council to develop a new dump site and enhanced waste management capacity – as well as installation of improved street lighting and creation of special heritage zones;
    o Review of sources of funding for heritage buildings, historic precincts etc.
    o Preparing financial models and possibly other documentation for all of the above.
    o Quantify additional revenue and costs arising from a redevelopment of the border crossing area

Qualifications

The following are required qualifications:

  • Bachelor’s degree in Public Finance, Economics, Accountancy, or a related field.
  • At least 10 years’ work experience in municipal financial management or the private finance sector.
  • Must have a good understanding of Public-Private Partnerships and experience developing innovative financing models
  • Demonstrated experience identifying and developing proposals for local, regional and international financing solutions/ sources for infrastructure improvements (e.g. for CMPs or PPPs).
  • Demonstrated experience providing technical assistance in donor-funded international development projects, including the development of funding proposals and financing options.
  • Previous experience reviewing local/private sector financing options for urban planning, border and infrastructure projects.
  • Deep contextual understanding current political economy and municipal finance governance in Zambia.
  • Experience coordinating project activities with both municipal officials, business stakeholders and donor stakeholders.
  • Full proficiency in in English, with demonstrable skills in written and verbal communication and proven report writing skills to a high professional standard.

The following are desirable qualifications:

  • Master’s degree in Public Finance, Economics, Accountancy, or a related field.
  • Strong understanding of the Zambian Local Government Administrative System’s operation, strengthening, revenue generation, fiscality and transparency in Zambia.
