Eastern Provincial Health Office under the US President’s Emergency Plan for AIDS Relief (PEPFAR) Project through a Cooperative Agreement (CoAg) with the US Centers for Disease Control and Prevention (CDC) is seeking eligible and qualified applicants for the position listed.
1. PROVINCIAL M&E OFFICER – DATA MANAGEMENT (1 Position)
The incumbent is a program specialist and key public health technical advisor for HIV Prevention, Treatment, Care & Support Data Management. S/he serves the M&E Team under the supervision of the M&E/HI Team Lead. S/he is responsible for implementing and executing project M&E program goals focusing on high-quality data management so that larger project goals are met.
The Job holder works at a project technical level with the Ministry of Health staff, other PEPFAR implementing partners, non-governmental organizations, contractors and community sub-grantees to coordinate the design and ensure appropriate, high-quality implementation and strengthening of advanced data management systems. The incumbent assists the project to plan, initiate, conduct, evaluate, and coordinate complex HIV/AIDS Data Management and analytics, document and present results, and translate data into meaningful policy and program improvement.
Specifically, the incumbent is responsible for performing data management and advanced analysis activities for the project using both routine and evaluation data with specialty in SQL, SPSS, STATA, SAS, etc, Overall managing program datasets and analytics.
QUALIFICATIONS REQUIRED

1. EDUCATION: Bachelor’s Degree in Statistics, Mathematics, Computer Science or equivalent is required. A Post basic qualification is an added advantage.
2. EXPERIENCE: A minimum of three (3) years of progressively responsible, professional-level experience working as a Data Manager in a health/medical research organization is required.
3. LANGUAGE: Fluent in English, (speaking, writing and reading) is required.
4. SKILLS AND ABILITIES: Strong oral and written communication skills are required to develop and maintain effective, sustainable working relationships with the facility, district, provincial, national and international working partners and to prepare written reports. Ability to analyze, understand and discuss new program design, management, and implementation approaches is required.
JOB KNOWLEDGE: Strong knowledge in advanced data analysis activities for using both routine and evaluation data with a specialty in SQL, SPSS, STATA, SAS, etc. is required.
