Project Description:
FHI 360 seeks Provincial Technical Officers to join province-based teams delivering high-quality technical assistance to the Government of Zambia to improve the quality, responsiveness and efficiency of reproductive, maternal, newborn, child and adolescent health and nutrition (RMNCAH&N) services. USAID Zambia supports the Government of the Republic of Zambia and the Ministry of Health to improve the health of mothers and children through strengthened capacity to engage the communities for health, to deliver quality services, and to strengthen systems at national and subnational levels. The successful candidates will provide technical assistance to the government-led RMNCAH&N Continuum of Care Program at provincial, district and health facility levels, in collaboration with the project team, to improve the implementation of high impact RMNCAH&N interventions. FHI 360 seeks Provincial Technical Officers in each of four priority provinces: Luapula, Muchinga, Southern and Eastern.
Job Summary/Responsibilities
The Provincial Technical Officer will work closely with the program team, under the leadership of the Provincial Team Leader, to execute the following responsibilities:
- Develop training and mentorship strategies and conduct training/mentorship activities that build the capacity of district and facility staff to meet clinical standards of RMNCAH&N care and to implement efficient models of supervision and mentorship of service providers;
- Ensure activities are implemented according to standard operating procedures (SOPs);
- Collaborate with a team of technical project staff to plan and implement service strengthening activities as assigned, and to ensure they are coordinated with and involve provincial and district government staff.
- Support data review processes at facility level to identify gaps and implement timely remedial actions;
- Participate in provincial-level technical working groups for content areas of reproductive, maternal, newborn, child and adolescent health and nutrition;
- Contribute to the synthesis of monitoring data for facility and community-based clinical care indicators;
- Contribute content on clinical activities and participate in development of work plans, quarterly and annual reports, financial reports, and any other reports required by USAID;
- Collaborate with project staff leading other technical content areas such as community health services and referral, quality improvement, capacity building, youth and gender to ensure activities are integrated, aligned, efficient and comprehensive.
- Identify and document best practices for replication.
Qualifications
- University degree in a health field is required, such as BScM or BScN with public health. Master’s in public health preferred.
- Master Trainer trained by the Midwives Association of Zambia (MAZ) preferred.
- At least 5 years’ experience in clinical care and public health, including in RMNCH programs.
- At least 3 years of professional experience with USAID and/or international development organization projects.
- Experience providing direct oversight to program staff, and oversight and evaluation of staff performance and deliverables.
- Experience designing and implementing training and mentorship at the district and health facility levels; experience providing clinical MNCH services and mentoring facility staff to meet clinical standard strongly preferred.
- Demonstrated ability to create and maintain effective working relations with government personnel, stakeholders, and community-level stakeholders.
- Excellent oral and written communication skills in English and knowledge of local language will be an advantage.
- Excellent organizational and analytical skills.
- Excellent facilitation and training skills using adult learning methodologies
- Demonstrated proficiency with using Microsoft Office Suite required.
