Working in Zambia since 1996, Plan International Zambia’s development and capacity building programmes focus primarily on education, health and sanitation, economic empowerment, and child protection and participation. Plan’s work is guided by our Child-Centered Community Development (CCCD) approach. Plan International Zambia has programme units in: Central, Luapula, Eastern, province and in Lusaka, where the Country Office (CO) is located.

- Quality Effectiveness Manager (Lusaka)
Job Purpose:
This is a senior management position reporting to the Country Director. S/he is a key member of core Country Leadership Team and is responsible for all aspects of programme quality and effectiveness (both programme and operations) within the organisation. The successful candidate will have strong development experience in Zambia with a particular focus to improving organisational quality, effectiveness and impact, including monitoring, evaluation and research, as well as knowledge management.
Key Responsibilities for this position include;
- Developing a culture of organisational learning and reflection across Plan International
- Maximising the use of Plan’s MER and Programme Management Information Systems (PMIS)
- Providing managerial and technical leadership in the development of the Monitoring, Evaluation, Research (MER) and Knowledge Management Plan
- Mainstreaming of Programme Quality in all Country Programmes and developing ways to improve and strengthen implementation of Plan’s CCCD(Child Centered Community Development )approach
- Working closely with the Programme & Strategy Manager and Program Unit Managers to ensure timely and quality delivery of programmes across all programme locations
- Ensuring integration of robust and sound results frameworks as basis for Monitoring, Evaluation and Research in proposal development and programme design documents
- Working closely with other Country Office departments (Operations, HR and Finance) to increase interdepartmental coordination for countrywide cohesive programme quality and delivery mechanism
- Developing program and project implementation guidelines and provision of program quality assurance through operational monitoring and evaluation
- Leading the Programme Quality Policy and Standards, knowledge management strategy for Plan International Zambia in accordance with the Global Knowledge Management Strategy
Individual Specifications include:
- 5-7 years experience in similar or related position
- Minimum Bachelor’s degree in relevant field; a Masters qualification or above will be an added advantage
- Highly developed conceptual, analytical and project management skills including a good understanding of the project cycle management
- Experience in the use of participatory methods for research, development and influencing change
- Experience in developing and writing project proposals and/or research papers
- Experience in monitoring, evaluation and research including facilitating sharing and learning at different levels
- Ability to translate concepts and ideas into practical forms.
- Knowledge and use of ICT and mobile technology for monitoring, evaluation and research
