SANITATION PROGRAM MANAGER (ZAMBIA)
Background
Toilet Yanga Co Ltd is seeking to hire the services of a Water, Sanitation & Hygiene (WASH) Program Manager to deliver our sanitation programs. The Sanitation Program Manager will be based in our Lusaka, Zambia office and supported by our core management team. The Sanitation Program Manager will lead regional teams delivering sanitation programs in the rural areas reaching over 33,000 low income households. The funded sanitation program commences in January 2016 for a period of18 months.

RESPONSIBILITIES

 Develop a layered sanitation program and work plan that meets the desired implementation targets over the 12-18 month period. The work plan will be structured around the activities of 33,000 rural households in the first year and this will include:
Sanitation and product sensitisation
Household pit modification
Installation of toilets and hand washing items
FSM development and mechanising Small Enterprise pit emptying
 Develop strategies for practical pit latrine sub structures that are aligned with challenges faced by target rural users and their social/traditional attributes and living environment.
 Provide technical and cultural input into toilet design process input that is well researched, documented and referenced according to the geographical area of implementation. The documentation will form part of professional papers expected to be published at a given time.
 Work with the Finance Manager in budgeting the program and allocation of resource and continuous review.
 Develop in conjunction with the Sanitation Information Manager household data collection framework , processes and logistical requirements.
 Develop with necessary collaboration of the public sector and community, an FSM facility that will receive fecal sludge from pits and be dried for later value addition.
 Work with Sanitation Information Manager to develop and deliver sanitation training of all staff
 Work with Sanitation Information Manager to set up a Resource and Training Facility with catalogued information.
 Work with Sanitation Information Manager in capacity building of relevant partners.
 Coordinate and monitor 3rd Party delivery throughout the programme
 Report to Finance Manager to ensure the program complies with financial tracking and monitoring requirements
 Represent Toilet Yanga externally and collaborate/coordinate with local authorities and other high level stakeholders
 Analyse and report on the evolving humanitarian needs and provide clear recommendations for commercial and program interventions

QUALIFICATIONS AND EXPERIENCE

 Prior experience of working within a project management role within a country WASH programme
 Education to Degree level in Public Health, Water or Environmental Engineering, or a related subject, or equivalent field experience
 Previous experience of managing a WASH team at national level
 Experience of and commitment to working through systems of community participation and accountability
 Demonstrated monitoring and evaluation skills
 Ability to work both in an advisory and a hands-on implementation capacity
 Strong communication and negotiating skills
 The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
 Excellent report and communication writing skills.
 Specific experience of designing and managing funded projects is an asset.
 Knowledge of GIS application and research data on WASH programs.
